Machine downtime is invariably perceived as one of the most critical problems faced by highway contractors. Attempts to reduce downtime often result in failure due to the dynamic behaviors between equipment management practices and downtime. This paper is thus intended to highlight the dynamics of heavy equipment management practices and downtime in large highway contractors and utilizes them as a framework in constructing a simulation model using a system dynamics approach. Face-to-face interviews were conducted with equipment managers from five different large highway contractors in Thailand. The finding reveals that, to be successful in alleviating downtime, contractors must view their practices on equipment management as an integration of multiple feedback processes, which are interrelated and interdependent with downtime. Based on various validation tests, the simulation model is deemed appropriate in representing the equipment management system as related to downtime of large highway contractors. The research is of value in facilitating better understanding on the dynamics of equipment management practices and downtime as well as their interdependency.

Large scale earthmoving operations require the use of heavy and costly construction equipment. Optimum utilization of equipment is a crucial task for the project management team. It can result in substantial savings in both time and cost of earthmoving operations. This paper presents optimization model for earthmoving operations in heavy civil engineering projects. The developed model is designed to assist general contractor in optimizing planning of earthmoving operations. The model utilizes genetic algorithm, linear programming, and geographic information systems to support its management functions. The model assists in planning earthmoving operations; taking into consideration: (1) availability of resources to contractors; (2) project budget and/or time constraints, if any; (3) scope of work; (4) construction site conditions; (5) soil type; (6) project indirect cost; and (7) equipment characteristics. The model also determines the quantities of earth to be moved from different borrow pits and those to be placed at different landfill sites to meet optimization objective set by the user and to meet project constraints. The model has been implemented in prototype software, using object-oriented programming. Two numerical example projects are presented to validate and demonstrate the use of the developed model in optimizing earthmoving operations.

Investigating styles of handling interpersonal conflict across multiple situations, this study explores the orientations of Hofstede’s cultural dimensions (power distance, individualism versus collectivism, femininity versus masculinity, uncertainty avoidance, and long-term versus short-term orientation) influencing the choice of dispute resolving strategies in construction industry. Combinations of the five conflict approaches (collaborating, dominating, compromising, avoiding, and accommodating) of the two concerns model are adopted to present the styles of handling conflict (or conflict management styles). Chinese residing in Taiwan are chosen as the focus group. 62 engineering students in universities and 64 engineers in industry practices, totaling 126, were interviewed, and their conflict management styles toward supervisors and equally ranked peers were assessed using Thomas-Kilmann Conflict Mode Instrument. The cultural orientations are detected and articulated by the degree of people’s style adjustment that switches from one’s preferable style to another style to handle conflicts with his/her supervisors and peers differently. The results of the investigation data show that the adjustment of styles facing different situations clearly demonstrates the influences of cultural orientations. Our findings on Chinese cultural orientations (high power distance, femininity, and high uncertainty avoidance) may partially explain why Taiwanese-Chinese engineers prefer handling disputes through cumbersome administration routes and why most filed disputes will eventually escalate up to the central governmental authority for final settlements.

The study focuses on developing a unified approach to define information specificities for key performance indicators (KPIs). Borrowing from the time-system theory, the paper defines different types of KPI and identifies that a KPI has two dimensions—knowledge specificity and time specificity. Different approaches are presented to analyze knowledge and time sensitivities. This paper addresses a key question related to enterprise resource planning (ERP) systems applications in the engineering construction industry: what are the areas of business processes within the engineering construction industry where ERP cannot be used to collect KPIs related to business processes? The writers review empirical and specialized processes within the construction industry to identify business processes not covered by existing ERP systems. A survey focused on qualitative aspects of ERP systems implementation in engineering construction firms was conducted among ERP-enablers in the construction industry and provided a basis for the presented case study. Data collected are from major engineering and construction firms in the United States and therefore the results are relevant for researchers and industry practitioners concerned with application of enterprise management systems in the respective firms.

This paper addresses quantitative measurement and risk scales of safety hazards on construction sites due to the work of tower cranes. Hazard measurement and risk scales are essential components of an integrated model aimed at quantitatively determining the safety level of individual construction sites, on a comparative basis. The paper focuses on two factors identified in earlier studies as considerably affecting safety on sites with tower cranes, “overlapping cranes” and “operator proficiency.” These two factors are inherently different from each other in their characteristics and therefore also in the methods used to measure both the factors and the risk resulting from them. A probability-based method was prescribed for the measurement of overlapping cranes, while the analytical hierarchy process method and knowledge elicitation from experts were applied to develop metrics for operator proficiency. In both cases, an intimate understanding of the crane work environment is necessary. The uniform format and specific methodologies presented here can be used in the development of measurement techniques and risk scales for other safety factors concerning crane operation on construction sites.

Most of safety risk research focuses on high-severity safety risks for large-scale construction processes. Such studies help firms identify the highest risk processes so they may be targeted for improvement. However, few studies quantify safety risk at the activity level or include low-severity, high-frequency risks that some literatures suggest contribute to a large proportion of total risk. This paper presents research that involved the holistic quantification of risks for the activities associated with the construction of concrete formwork. Three major research efforts are discussed: (1) identification of activities required to construct concrete formwork; (2) selection of an appropriate all-inclusive and mutually exclusive risk classification system; and (3) the quantification of the average frequency and severity levels for each risk classification associated with each activity. To identify formwork construction activities, 256 worker-hours of observation were conducted and the resulting activity descriptions were reviewed and validated by industry professionals. Risk classifications appropriate for this study were created by aggregating relevant literature. Finally, the Delphi method was implemented to individually quantify average frequency and severity using scales that define the entire spectrum of possible values. In total, 130 frequency ratings and 130 severity ratings were obtained over three rounds of Delphi surveys. Results indicate that there are 13 major activities required to construct concrete formwork and the highest risk activities are applying form oil, lifting and lowering form components, and accepting materials from a crane. The data presented in this paper can be used to target specific high-risk formwork construction activities for improvement.

Previous research has shown that multiskilling strategies can increase productivity, quality, and continuity of work and can also help mitigate craft shortages through better utilization of the existing workforce. Using extensive craft certification and skills data, the writers apply correlation and cluster analyses to identify actual patterns of multiskilling among craft workers using two separate data sources. The results of the cluster analysis indicate that current craft skills aggregate into four groups: civil, mechanical, electrical, and general support. It is also observed that acquiring mutually supporting skill set pairs significantly drives multiskilling strategies in practice, thus diminishing the relative impact that duration on project has on driving multiskilling practice, despite its importance in previous literature. Still, comparing the observed multiskilling patterns obtained from the skill affinity analyses with multiskilling strategies proposed by previous studies generally reinforces the potential efficacy of those strategies.

In this paper we develop a multiagent simulation model to explore the impact of learning dynamics on the productive implementation of innovations in project networks comprised of designers and contractors. Though researchers generally agree that when firms form into networks they will gain access to new knowledge, the question of learning beyond the firm at the boundaries between firms or at the level of the project network itself remain less explored. We simulate the impact of task interdependence and relational instability on learning in project networks comprised of multiple specialist firms. We find that relational instability in project networks slows learning and task interdependence moderates the impact of increasing relational instability on network productivity rates. The findings have significant implications for interorganizational learning theory. The simulation results provide insights into appropriate firm-level and project network-level strategies for change.

Originating from the West, project management was introduced into China after the country’s economic reforms in the 1980’s and has since spread quickly throughout the whole country, particularly in the construction industry. However, despite the wide adoption of project management practices by construction organizations and the growing recognition of the importance of project management as an enabler of organizational success, empirical studies on project management in the context of the Chinese construction industry have been inadequate. This paper presents the results of an empirical study of six Chinese construction organizations in order to come to a more comprehensive and sophisticated understanding of project management practices in the Chinese construction industry. The findings revealed: (1) a good appreciation of the role of projects and project management and satisfaction with current project management practices; (2) 11 key aspects of project management implementation; (3) 12 resultant value and benefits; and (4) five aspects of the main challenges facing the organizations. Meanwhile, variations in project management practices and the resultant organizational value were identified, first between the three owner- and the three contractor-case study organizations, then between the two construction contractor organizations and the one design contractor organization.

Pipe spool fabrication is an important stage in industrial construction project delivery. It is a complex production system characterized by product uniqueness and high product mix, which pose challenges to the analysis and improvement of this system. This research applies lean production principles and flow production to shop fabrication, and uses a simulation-based approach as a tool to facilitate its implementation. The work described in the paper is based on a real case study undertaken with an Edmonton-based industrial construction contractor. The traditional batch-and-queue fabrication system and the new cell-based work flow fabrication systems were compared and analyzed. Simulation models were built to experiment with the old and new production systems and quantitatively test the effects of lean principles on the performance of the systems. The developed simulation-based approach proves a practical and more powerful tool than the value stream map for modeling and for quantitatively evaluating the performance of a complex and dynamic spool fabrication shop.

The limited availability of reconstruction resources is one of the main challenges that often confront postdisaster recovery of damaged transportation networks. This requires an effective and efficient deployment and utilization of these limited resources in order to minimize both the performance loss of the damaged transportation network and the reconstruction costs. This paper presents the development of a robust model for planning postdisaster reconstruction efforts that is capable of: (1) optimizing the allocation of limited reconstruction resources to competing recovery projects; (2) assessing and quantifying the overall functional loss of damaged transportation networks during the recovery efforts; (3) evaluating the impact of limited availability of resources on the reconstruction costs; and (4) minimizing the performance loss of transportation networks and reconstruction costs. The model utilizes the user equilibrium algorithm to enable the assessment of the transportation network performance losses and a multiobjective genetic algorithm to enable the generation of optimal tradeoffs between the two recovery planning objectives. An application example is analyzed to demonstrate the use and capabilities of the recovery planning model.

An optimal construction site layout planning (CSLP) is vital for project management. It can reduce the transportation flows and thus the costs of a project. Genetic algorithm (GA) is the most used algorithm to solve site layout problems, but randomly generated initial population in GA will decrease solution quality. Max-min ant system (MMAS) can offer a better initial population than the randomly generated initial population at the beginning of GA. In this study, a modified GA (MMAS-GA) formed by conjoining MMAS to the step of initialization of GA is proposed to solve CSLP problems. In order to reveal the computational capability of MMAS-GA to solve CSLP problems, the results of MMAS-GA and traditional GA are compared by solving an equal-area CSLP problem. The results showed that the proposed MMAS-GA algorithm provided a better optimal solution under the objective function of minimizing the transportation flows between the site facilities. The proposed MMAS-GA algorithm could assist project managers and planners to design optimal construction site layout, and thus to reduce construction costs.

Sustainable, or “green,” rating systems, such as the United States Green Building Council’s Leadership in Energy and Environmental Design (LEED), are leading to changes in the way owners, designers, and contractors approach the design, construction, and operation of buildings. The processes and features included in green design and construction may have positive and/or negative impacts on construction worker safety and health. This paper presents the findings of a research study of the impact of green building design and construction practices on construction worker safety and health. Occupational Safety and Health Administration (OSHA) recordable and lost time injury and illness data from green projects (as identified by LEED) and from nongreen projects was collected through a structured questionnaire survey. The data collected was analyzed to test for the presence of a difference in OSHA recordable incident rates (RIRs) and lost time case rates (LTCRs) between green and nongreen projects. It was found that there was suggestive, but inconclusive evidence of a statistically significant difference in the RIRs of the green and nongreen building projects included in the study. No statistically significant difference was found between the LTCRs for the green and nongreen projects included in the study. The study findings provide valuable information to the construction industry for the purposes of project safety planning and the assessment of safety and health on projects.

This paper presents a study to develop and validate a sustainable construction safety and health (SCSH) rating system. The rating system provides an opportunity to rate projects based on the importance given to construction worker safety and health and the degree of implementation of safety and health elements. A Delphi survey using an expert panel of 12 experienced safety and health professionals representing different sectors of the construction industry was employed to develop the SCSH rating system. The study resulted in a rating system consisting of a total of 50 safety and health elements organized into 13 categories. Each category contains safety and health elements which carry credits based on their effectiveness in preventing construction worker injuries and illnesses. The rating system was initially validated based on data from 25 construction projects and found to accurately represent the safety performance of large projects. The SCSH rating system can be used as an effective tool to develop and plan construction safety and health programs and evaluate the potential safety performance of construction projects.

An impressive series of content analyses of Public-Private Partnership (PPP) publications between 1998 and 2003 from four internationally renowned construction journals (including the International Journal of Project Management, the Journal of Construction Engineering and Management, the Construction Management and Economics, and the Engineering Construction and Architectural Management) was reported. Their work inspired the writers of this paper to continue from where they left it. Based on a two-stage literature review, PPP articles from 1998 to 2008 were analyzed in terms of the annual number of PPP articles published, the writers’ contribution, and the research focus in their studies. From the analysis it was found that the number of PPP publications in these journals has been increasing. This finding might imply that PPPs are becoming more important to the construction industry at large. In addition, this study also found that the U.K. researchers have published the largest number of PPP articles, followed by those from the United States, Singapore, Hong Kong, Australia, China, and Germany. Although the build-operate-transfer scheme was the most frequently investigated form of PPP in earlier research, the diverse concept of PPP has attracted a lot of research interest and has become the focus of most recent PPP publications. Research topics published in these journals on investment environment, governance issues, and other supported areas tend to receive more attention from researchers. Moreover, complicated and vigorous analysis techniques such as game theory and fuzzy set theory have also been applied in this field of study.

The alliance concept is similar to the design build project delivery system. However, it is denoted by a special form of partnership between the owner and the design-build team, where the owner is very involved in the project. This type of delivery systems is gaining popularity as many infrastructure projects require the owner to order materials ahead of time, before engaging the design-build team in the project. As in design-build, the selection of the engineer-procure-construct team depends not only on the price but also on qualitative factors. This paper lays out the framework that facilitates selecting the best alliance team for a project by quantifying the evaluation factors and combining them into a single score. Using a Monte Carlo simulation and varying all the factors relevant to the decision problem can reveal biases present in the evaluation to assist in making the best possible decision. A case study dealing with a large utility project illustrates this methodology.

This article evaluates the viability of using fuzzy mathematical models for determining construction schedules and for evaluating the contingencies created by schedule compression and delays due to unforeseen material shortages. Networks were analyzed using three methods: manual critical path method scheduling calculations, Primavera Project Management software (P5), and mathematical models using the Optimization Programming Language software. Fuzzy mathematical models that allow the multiobjective optimization of project schedules considering constraints such as time, cost, and unexpected materials shortages were used to verify commonly used methodologies for finding the minimum completion time for projects. The research also used a heuristic procedure for material allocation and sensitivity analysis to test five cases of material shortage, which increase the cost of construction and delay the completion time of projects. From the results obtained during the research investigation, it was determined that it is not just whether there is a shortage of a material but rather the way materials are allocated to different activities that affect project durations. It is important to give higher priority to activities that have minimum float values, instead of merely allocating materials to activities that are immediately ready to start.

After Vietnam became a member of the World Trade Organization, Vietnamese architectural, engineering, and construction (A/E/C) firms face competition from not only their domestic competitors but also from foreign A/E/C firms. As most Vietnamese firms are used to operating under a protected setting, they may face difficulties competing in the globalized environment. This study undertakes a strengths, weaknesses, opportunities, and threats (SWOT) analysis of Vietnamese A/E/C firms, investigates how they respond to opportunities and threats, and recommends how foreign A/E/C firms operating in Vietnam could respond. Using semistructured interview questions, face-to-face interviews were conducted with Vietnamese and foreign A/E/C firms. The SWOT analysis reveals that Vietnamese A/E/C firms are lagging behind foreign firms in financial capacity, experience in complex projects, knowledge in advanced design and construction technology, and management ability. Industry practitioners from outside Vietnam who are contemplating entering the Vietnamese market can leverage on Vietnamese firms’ strengths by forming joint ventures with strong and reputable private Vietnamese firms. To improve their competitive advantage, it is recommended that foreign A/E/C firms offer superior products and services and familiarize themselves with local culture and regulations. They should be mindful of corruption and set up surveillance systems to curb wasteful spending.
