Water content is an important parameter for ensuring construction quality of a roller-compacted concrete (RCC) dam. Due to large-scale and long construction duration of an RCC dam, continuous construction under rain is an inevitable option in order to complete the project on time. In general, rainfall can have a negative impact on RCC’s rollability, physical, and mechanical properties. This study is based on laboratory experiments with simulated RCC construction under artificial rainfalls. The results detail the impact of rainfall on RCC’s rollability, water content, vibrating compaction value, density, and bonding strength between RCC lifts. Reducing water content is studied as a countermeasure to mitigate such impacts. The findings can guide site decisions on whether to continue or suspend the RCC construction based on the forecasted rainfall intensity. The results are validated with actual field data.

With the rapid growth of the Chinese economy, the desperate demand for infrastructure developments has created bottlenecks in the country’s sustainable development. Infrastructure investment could not be funded completely by the government alone. Taking Beijing as an example, there will be about 2,400 infrastructure projects to be developed during 2006–2010 with a total investment of over RMB 470 billion, which may impose budgetary pressure on the government. As a result, public-private partnership (PPP) could be considered as a favorable option to help provide these rapidly demanded public works and services. In order to investigate the potential for adopting PPPs in the People’s Republic of China, this paper aims to explore the critical success factors (CSFs) necessary to conduct PPP projects. The views from Chinese experts were collected via an empirical questionnaire survey. The respondents were invited to rate a total of 18 CSFs that contribute to the success of PPP projects as gleaned from the contemporary literature. The results of this survey were analyzed by the factor analysis technique. The findings showed that the 18 CSFs could be grouped into five underlying factors including: Factor 1—stable macroeconomic environment; Factor 2—shared responsibility between public and private sectors; Factor 3—transparent and efficient procurement process; Factor 4—stable political and social environment; and Factor 5—judicious government control.

Over the past few decades, both the guaranteed maximum price (GMP) and target cost contracting (TCC) arrangements have been regarded as alternative integrated procurement strategies for clients to mitigate risks, minimize claims, integrate the diverse interests of a complex construction project, and offer incentives to provide value-added services. However, the adoption of GMP/TCC contracts may also generate significant risks and difficulties that merit considerable attention. This paper aims to provide a concise review of the potential pitfalls of the GMP/TCC scheme in general and identifies the key risk factors and potential difficulties associated with GMP/TCC in comparison with other procurement strategies in construction in particular via an empirical survey of clients, contractors, and consultants in Hong Kong. The survey data gleaned from 45 valid replies were analyzed using the mean score ranking technique, Kendall’s concordance test, and Spearman’s rank correlation test. The survey results indicated that “involvement of inexperienced or claim-conscious contractors in a project procured by a GMP/TCC contract” was considered to be the most significant risk factor; while “design development must keep pace with main contractor’s program for tendering the domestic subcontractors’ works packages” as the major difficulty in implementing GMP/TCC projects. The research findings derived from this study are particularly essential in assisting the contracting parties to mitigate the detriments brought about by potential risks or difficulties when embarking on GMP/TCC contracts. It has also generated valuable insights into developing effective recommendations for alleviating the barriers to GMP/TCC success for future construction projects.

The success of a construction project depends on the coordinated efforts of project team members. This is especially crucial when a project is in dispute and hence the achievement of satisfactory project dispute resolution is critical to project success. This proposition has been empirically demonstrated a previous research that studied project dispute resolution satisfaction (DRS) using multivariate discriminant analysis (MDA). This paper reports on a study that builds on that research, with the specific aim of predicting project DRS through the use of logistic regression (LR). In this study, a LR model of project DRS (Model 1) is developed, and then compared with the MDA model. The findings suggest that the LR technique provides a higher hit rate and thus a higher proportion of correct classification. With the wider acceptance of the use of alternative dispute resolution (ADR) methods, the effect, on the LR model, of changing the demarcation between adverse and favorable project DRS is also examined. For this examination, another LR model (Model 2) was developed. It is believed that Model 2 may reflect the prevailing sentiment that ADR is viewed as an amicable way to resolve disputes. Both the MDA model and LR models (Model 1 and Model 2) indicated that “design changes” are the root cause of adverse project DRS. Within the scope of the project data, these findings suggest that design changes are not just disruptive to project progress but also a critical cause of construction disputes.

The minimum moment method for resource leveling is revisited and restated as an entropy-maximization problem. The minimum moment method assumes that the moment of the daily resource demands about the horizontal axis of a project’s resource histogram is a good measure of the resource utilization and that the optimal resource allocation exists when the total moment is at a minimum, thus when the resource histogram is of rectangular shape. The entropy-maximization method proposed in this paper makes use of the general theory of entropy and two of its principal properties (subadditivity and maximality) to revisit the minimum moment method for resource leveling. The entropy-maximization method presented allows for activity stretching and provides resource allocation solutions that show improvement over previous approaches. A case study is also presented that validates the results.

Accurate owner budget estimates are critical to the initial decision-to-build process for highway construction projects. However, transportation projects have historically experienced significant construction cost overruns from the time the decision to build has been taken by the owner. This paper addresses the problem of why highway projects overrun their predicted costs. It identifies the owner risk variables that contribute to significant cost overrun and then uses factor analysis, expert elicitation, and the nominal group technique to establish groups of importance ranked owner risks. Stepwise multivariate regression analysis is also used to investigate any correlation of the percentage of cost overrun with risks, together with attributes such as highway project type, indexed cost, geographic location, and project delivery method. The research results indicate a correlation between the reciprocal of project budget size and percentage cost overrun. This can be useful for owners in determining more realistic decision-to-build highway budget estimates by taking into account the economies of scale associated with larger projects.

This paper discusses a component of the research study conducted to provide construction organizations with a generic benchmarking framework to assess their extent of information communication technology (ICT) adoption for building project management processes. It defines benchmarking and discusses objectives of the required benchmarking framework and development of the framework. The study focused on ICT adoption by small and medium enterprises (SMEs) in the construction industry and with respect to SMEs it is important to understand processes, their indicators, and measures in the local context. Structure of the suggested benchmarking framework has been derived after extensive literature survey and a questionnaire survey conducted in the Indian construction industry. The suggested benchmarking process is an iterative process divided into four stages. It can be implemented at organization and industry levels for rating the construction organizations for ICT adoption and performance measurement. The framework has a generic structure and can be generalized and applied for other countries with due considerations.

Projections for future demand in infrastructure and buildings indicate that there will be increasing opportunities for firms to engage in construction projects around the world. However, international construction projects also face numerous uncertainties. Foreign firms engaged on these projects must work in unfamiliar environments, with differing regulations, norms, and cultural beliefs. This can increase misunderstandings and risks for the entrant firm. To reduce these risks, successful international firms strategically increase their understanding of the local area by collecting knowledge that is important for a given foreign project. This study compiles and analyzes data from 15 case studies of three types of international firms (developers, contractors, and engineers) engaged in international infrastructure development to identify the types of institutional knowledge that informants indicate are important for their international projects. Using institutional theory, we categorize the kinds of knowledge about foreign country operations that managers deem to be important, expanding prior studies by attending to normative knowledge in addition to regulative and cultural knowledge. Finally, we analyze the importance of different categories of knowledge according to firm type. This analysis provides entrant firms a tool to help identify important types of institutional knowledge to collect as they undertake international projects.

The paper explores the adoption of information and communication technology-enabled alliance modes of operation by small- and medium-sized enterprises (SMEs) in the construction sector. It argues that SME alliance modes of operations promote business process innovation and allow SMEs to compete in new ways, get better reward for their work, and gain greater financial strength, which in turn, will give them the financial capability to move forward and develop their products and services. Findings from the multiple case study approach used to conduct the research are discussed, including: (1) the concept of an SME alliance and its key features; (2) business relationships management in an SME alliance; (3) SME alliance viability and sustainability; (4) the role of information and communication technologies in an alliance; and (5) technical innovation management in an alliance regime of peers. Recommendations for future research in the form of open questions to the research community are given.

Innovation is often classified as a cost intensive investment in the construction industry with indefinite returns. Due to the clients’ tendency to award projects based on the lowest costs, innovation is often seen as an unfeasible strategy toward the competitiveness that construction firms are seeking. This study questions whether it is indeed ineffective for construction firms to develop their competitive advantage through innovation. By the application of statistical data across 18 Organization for Economic Cooperation and Development (OECD) countries and expert interviews in Singapore, innovation systems models are developed for both manufacturing and construction firms, respectively. Through comparison of both models, the results suggest that the peculiarities of the construction industry deem innovation as a poor competitive instrument for direct profits. Instead, construction firms can develop their competitive advantage through manipulating innovations that consumers are willing to pay for and innovations that would reduce construction costs. It is recommended that construction firms first utilize quality improvements to exploit consumers’ willingness to pay for innovative products. This initiative would enable construction firms to improve their finances for innovation and develop their “brand” in construction products. Sustainable competitive advantage could then be firmly established when construction firms engage in productivity improvements that lead to lower construction costs and/or faster completion times. This study concludes that innovation can be a useful competitive tool if construction firms aptly strategize it in according to its competitive environment.

The web benchmarking systems broadly used in the construction industry (CI) are designed to provide results based on key performance indicators (KPIs). No insights concerning organization overall performance and improvements targets are available. This research aims to fulfill this gap using data envelopment analysis (DEA) as a method to complement the information provided by a set of KPIs. The methodology proposed is useful to all organizations involved in benchmarking routines. To enable a more realistic assessment of CI companies, two types of DEA models were used, one allows factor weights to vary freely and the other includes weight restrictions. These models assign an efficiency score to each organization, identifying efficient organizations and providing performance improvements targets for the others. To enable suggesting targets for all organizations, expert opinion was used to specify virtual units which were included in the efficiency assessment to define a practical frontier located beyond the productivity levels of the original DEA frontier. Based on a sample of 20 Portuguese leading contractors, the Portuguese web benchmarking system for CI, icBench, was used to demonstrate the advantages of integrating the DEA method with KPIs benchmark scores.

Research is revealing that certain delivery process attributes influence the outcomes of sustainable construction projects. This preliminary research leads to follow-up questions such as which attributes are most influential? And how can the influence of these attributes be quantified? Answering questions like these is impractical using only traditional construction research methods. Delivery process attributes can have greater impact on one sustainable project and less on another, and controlling the numerous variables involved is nearly impossible. To answer questions facing similar constraints, economist Robert Fogel pioneered the counterfactual analysis research method, winning a Nobel Prize in the process. The objective of this article is to describe the adaptation and testing of counterfactual analysis to assist study of sustainable project delivery processes. Counterfactual analysis is especially well suited for sustainable projects, with their complex processes and stakeholder interactions. The adapted six-step method is informed by applications of counterfactual analysis in fields including economics, history, and political science. Descriptions of each step include specific examples from a pilot study of the method. A path forward is outlined for applying counterfactual analysis to examine key questions related to sustainable construction projects and to more broad areas of construction research.

The best-value (BV) procurement process uses other key factors as well as bid price in the evaluation and selection of the best-performing contractor for the job. Contract time, lane rental, warranty, and quality of delivered product are examples of the key factors that indicate the contractor-expected performance. Literature on best value shows a need for analyzing the past performance of the contractor in similar jobs as an indicator of his/her qualification trend. This paper addresses this issue and proposes a methodology to incorporate quality of delivered product in the BV procurement system of asphalt construction. The paper uses past quality control (QC) testing results and utilizes Monte Carlo simulation to estimate the probability that the contractor gets full payment as an indication of qualification trend. The QC data were obtained from the Nebraska Department of Roads for a number of Superpave pavement projects. The results show the possibility of assigning a quality score for the contractor based on the past performance. This paper contributes to the current practice of best value with a new approach of employing QC as part of the selection process.

Change orders are usually issued to cover variations in scope of work, material quantities, design errors, and unit rate changes. This paper discusses variations in public construction projects in Oman by investigating causes of variations, studying their effects on the project, identifying the beneficial parties, and suggesting remedies to alleviate related problems. Tasks included an analysis of four actual case studies and conducting a field survey via a questionnaire. It was determined that the client’s additional works and modifications to design were the most important factors causing change orders, followed by the nonavailability of construction manuals and procedures. The most important effects of change orders on the project were found to be the schedule delays, disputes, and cost overruns. The contractor was found to be the party most benefiting from the change orders followed by the consultant and then the client. A set of remedial actions were suggested and respondents viewed that the revision of registration of consulting offices would be the most important action followed by establishing standard documents for design procedures and building a national database about soil conditions and services.
