Constant exposure to the environment makes highway construction highly dependent on weather. However, highway construction contracts are often unclear about the potential influence of weather-related delays on highway construction project schedules. There is a need to discourage litigation arising from weather-related delays by including in contracts a reasonable number of nonwork days as a consequence of adverse weather and providing an equitable criteria for the course of action when the predictions in the contracts turn out to be inaccurate. To address this need, an integrated framework consisting of the following two key components is proposed: (1) identification of attributes of weather that cause construction delays and (2) generation of synthetic weather sequences using a stochastic weather generator to quantify and provide probabilistic forecasts of weather threshold values. The utility of this framework is demonstrated through its application to construction work on a project in Texas. The use of probabilistic forecast of construction delay attributes provided by a semiparametric weather generator in this research is an example of interdisciplinary study to help address this problem. The result of the research is better decision support for agencies who wish to author contracts that more equitably allow for the influence of weather during construction.

A widely recognized theme of construction economics suggests that the cost of construction per square meter increases as building height rises. However, over a number of years, research conducted regarding the height and cost issue has established a classic relationship between the two factors which can be represented by a U-shaped curve. This paper describes the study of the height-cost relationship of high-rise residential buildings in Shanghai in terms of the total construction cost and elemental costs while considering the context and commonality of buildings. This research was developed as an extension of the previous work, which examined data for buildings in Hong Kong. Initial findings indicate that the curves illustrating the relationships between height and cost of residential buildings in Shanghai and Hong Kong exhibit different profiles. The dissimilarities indicate that different sets of criteria should be applied in the judgment of height that affects cost in different locations. In terms of elemental costs, the findings suggest that there are differences in the way these costs react to changes in the building height.

Risk and associated cost overruns are critical problems for construction projects, yet the most common practice for dealing with them is the assignment of an arbitrary flat percentage of the construction budget as a contingency fund. Therefore, our goal was to identify significant variables that may influence, or serve as indicators of, potential cost overruns. We analyzed data from 203 Air Force construction projects over a full range of project types and scopes using multiple linear regression to develop a model to predict the amount of required contingency funds. The proposed model uses only data that would be available prior to the award of a construction contract. The variables in the model were categorized as project characteristics, design performance metrics, and contract award process influences. Based on the performance metric used, the model captures 44% of actual cost overruns versus the 20% captured by the current practice. Furthermore, application of the model reduces the average contingency budgeting error from 11.2 to only 0.3%.

Construction time matters for activities where rental equipment must be used. The building of a secant pile wall requires the rental of equipment and finding the optimal sequence to minimize the construction time is one way to lower construction costs. In this study we develop an effective and efficient optimization algorithm, which we call self-organizing feature map (SOM)-based optimization (SOMO), to minimize the construction time. The algorithm is applied to a case study to obtain the optimal sequences for both primary and secondary bored piles for a secant pile wall. The new SOMO algorithm is developed based on the ability of the human brain to produce topologically ordered mapping, so as to exploit better solutions via updating the weighting vectors of the neurons in a self-organizing topological way that occurs in the evolution of the feature map for optimization. Given detailed building time of the 16 activities of each bored pile, we find that 143.92 h or 27.21% of the original construction can be saved. The optimal sequences for both primary and secondary bored piles are also determined. The practicability of the SOMO algorithm is substantiated.

A multidimensional work-family conflict (WFC) scale was tested using a sample of 169 workers in the Australian construction industry. The construction sample showed higher mean scores for time-based, strain-based, and behavior-based work-interference with family (WIF) than scores reported in international studies that have used the multidimensional scale. Waged construction workers, who work on-site in direct construction activity, reported higher levels of time-based and strain-based WIF than salaried workers, who work predominantly in office-based roles. Mean levels of family-interference with work (FIW) in the construction sample were generally comparable to levels reported in previous research. A principal components analysis revealed four clear dimensions of WFC. These dimensions were significantly correlated with other variables of theoretical relevance indicating acceptable criterion validity. The experience of WIF varied by workers’ employment situation, sex, and work location, while the experience of FIW varied by workers’ age. The results suggest that the use of global measures of WFC might mask important differences in construction workers’ experiences at the work-family interface.

Construction cost overrun and time overrun (delay) are a significant problem in highway-construction project delivery. Previous research studies have provided insight into the factors that affect overruns; however the findings may have been limited because they do not explicitly consider the simultaneous relationship between cost and time overruns. In this paper, we use data from Indiana highway projects to provide empirical evidence that a simultaneous relationship exists between cost and time overruns and that analysis of these two contractual outputs need to take due cognizance of such simultaneity. Using the three-stage least-squares technique, we identify a number of factors that significantly affect cost overrun and time overrun and we show how the effect of these variables vary by attributes such as project type and results of the bidding process. The models developed in this paper can help agencies enhance the estimation of the expected overruns of final cost and the delay in completion time for their planned projects.

In construction, many owners mitigate the risk of unforeseen contractor default by accepting only bonded contractors who must endure a rigorous evaluation process by surety brokers and surety underwriters. This evaluation process includes a financial analysis and a review of work on hand and past performance, all of which have reliable structured methods for their evaluation. Additionally, a number of subjective criteria are considered that are more difficult to capture and assess objectively but which can be modeled effectively using fuzzy logic. The purpose of this paper is to illustrate how fuzzy logic and expert systems can be combined to provide a structured approach to evaluating contractors for surety underwriting purposes. Fuzzy logic is used to model both the objective and subjective factors considered in contractor evaluation using linguistic terms, and expert rules are used to capture the surety experts’ reasoning process. A fuzzy expert system, SuretyAssist, is presented that can be used to provide an initial evaluation of general contractors as well as periodic reviews to determine whether or not to accept them as clients for bonding. SuretyAssist was validated using 31 actual cases of contractor evaluation and found to be accurate in 81% of the cases.

Every month, Engineering News-Record (ENR) publishes the construction cost index (CCI), which is a weighted aggregate index of the 20-city average prices of construction activities. Although CCI increases over the long term, it is subject to considerable short-term variations, which make it problematic for cost estimators to prepare accurate bids for contractors or engineering estimates for owner organizations. The ability to predict construction cost trends can result in more-accurate bids and avoid under- or overestimation. This paper summarizes and compares the applicability and predictability of various univariate time series approach for in-sample and out-of-sample forecastings of CCI. It is shown that the seasonal autoregressive integrated moving-average model is the most-accurate time series approach for in-sample forecasting of CCI, while the Holt-Winters exponential smoothing model is the most-accurate time series approach for out-of-sample forecasting of CCI. It is also shown that several time series models provide more-accurate out-of-sample forecasts than the ENR’s subject matter experts’ CCI forecast. Cost estimators can benefit from CCI forecasting by incorporating predicted price variations in their estimates and preparing more-accurate bids for contractors and budgets for owners. Owners and contractors can use CCI forecasting in reducing construction costs by better-timed project execution.

Research has indicated that respirable crystalline silica dust exposure is a serious health hazard in the construction industry. One source of this hazard is the dust generated by drilling, sawing, chipping, and grinding concrete. There are several options for controlling this hazard, one of which is the use of local exhaust ventilation (LEV) directly attached to the cutting tool. Implementing an engineering control presents a challenge on the construction work site where it is often difficult to determine who will take the initiative for introducing an innovative strategy. This study examines the implementation of an LEV system on an overhead grinder illustrating the roles that various members of the construction team played. The results of the case study found that key factors that affected implementation were: (1) a cooperative relationship between individuals employed by the general contractor and the concrete subcontractor; (2) the effect of high airborne dust levels on scheduling the work of other subcontractors; (3) the public relations effects of high dust levels in a downtown area; and (4) the concrete subcontractor perceived benefits that exceeded the short-term cost of the intervention.
