Partnering has been advocated for use in construction as a project-delivery approach to curb dispute and enable a cooperative contracting environment. Successful construction partnering is perceived to derive benefits to both developers and contractors. In view of significant implications to successful project delivery, there has been a surge of research and studies on construction partnering. These studies typically focus on the partnering process as well as the identification of critical success factors. Among the various success factors that underpin partnering success, establishing trust among partners is considered the most important. Moreover, skeptics have been swift to point out that establishing trust in construction is daunting. A better understanding of the role of trust and its manifestation in partnering efforts is therefore of both academic and practical value. In this study, motivating trust in construction partnering is described within the classic framework of “the prisoner’s dilemma,” which suggests the trust cycle can be kick-started if construction partners put cooperation before competition and self-interest. This paper reports a study that is designed to suggest a suitable candidate for the trust initiator. As such, the critical trust factors for two groups of construction partners in Hong Kong—developers/consultants and contractors—are first identified. It is found that “performance” and “permeability” of partners are the two most critical trust factors. “Performance” describes the partner’s competence and problem-solving ability as perceived by their counterpart. “Permeability” reflects the partner’s openness in sharing information. The result of a multiple-regression analysis further suggests that the contractor is in a position to initiate trust through competent performance and maintaining effective communication with the client. In this manner, the trust cycle can expand with reciprocal trustworthiness from the client.

The concessionaire of a build-operate-transfer (BOT) type infrastructure project undertakes many responsibilities, and consequently, assumes a broad scope of risks and potential financial consequences. In addition, appropriate financial engineering skills are required in nonrecourse or limited-recourse financing, which is usually used in BOT-type projects. Therefore, strong financial capability of the concessionaire is an important prerequisite to the successful development of a BOT-type project. A common set of 35 financial criteria has been identified through a systematic research approach, and their relative significances determined based on worldwide expert opinions solicited by a structured questionnaire survey. Statistical analyses of the responses to the survey conclude that (1) the public, private, and academic sectors consider financial criteria rather similarly in the evaluation of the concessionaire’s financial capability, and there is no significant statistical difference in the rating of the significances of the 35 financial criteria across these sectors; (2) almost all of the 35 financial criteria are important in measuring the concessionaire’s financial capability; and (3) the 35 financial criteria can be grouped to measure the concessionaire’s financial capability in four dimensions: “strong financial engineering techniques,” “advantageous finance sources and low service costs,” “sound capital structure and requirement of low-level return to investments,” and “strong risk management capability.” Outputs of this research facilitate the private sector in assessing their financial capability and making corresponding improvements to increase their financial competitiveness, and the public sector in evaluating potential concessionaires’ financial capability for BOT projects in general.

Although previous research has pointed to potential performance gains through relational contracting (RC), reservations remain as to its value and viability. Even those who wish to use RC need guidelines for introducing it, especially where it clashes with prevalent project cultures. A study was launched from Hong Kong to identify the critical factors which promote RC and team building in the context of specific cultures. This paper consolidates the perceptions of 60 respondents to a questionnaire survey in Singapore, in relation to the hypothesized 24 factors facilitating RC, and 28 factors impeding/deterring RC. It indicates the evident readiness of the Singaporean contracting industry to embrace collaborative working practices. On the whole: (1) all the 24 factors facilitating RC, and 23 of the 28 factors deterring RC, are significant; (2) these two sets of factors could be represented by six and seven “broad factors,” respectively; and (3) except in a few cases, respondents from large and medium companies, as well as with and without experience in RC, have similar perceptions of the importance of different factors. It was perceived that trust should be at the core of RC approaches to construction procurement, but also seen that the current level of trust is low. Identifying the principal “facilitators” and “impediments”/ deterrents to RC, provides pointers to building relationally integrated teams to boost performance to much higher levels, as are now expected from the industry. The literature indicates that the outcome of the survey in Singapore reflects the trends in many countries that are moving toward RC. This research model and approach may be conveniently replicated in other contractual regimes, in order to reinforce these observations.

Worldwide initiatives to improve construction industry performance converge on the common need for more effective teamworking. This is increasingly critical in the context of complex multiparticipant construction projects. Clashes of organizational, operational, national, and/or professional cultures point to the need for “relational integration” as a prerequisite for such synergistic teamworking. This paper draws on recent approaches to promoting trust and cooperation through (1) basic teambuilding techniques in general and (2) partnering and alliancing in construction projects. It then focuses on analyzing the views of Singapore-based contractors as derived from a survey to elicit the hypothesized 28 factors facilitating relationally integrated teambuilding, and 31 factors deterring such integration in construction project teams. On the whole: (1) 27 of the 28 factors facilitating integrated project team, and 26 of the 31 factors deterring integrated project team, are significant; (2) these two sets of factors could be represented by four and five “broad factors,” respectively; and (3) except in a few cases, respondents from large and medium companies, as well as with and without experience in RC, have similar perceptions of the importance levels of different factors. These two sets of critical factors, as identified in this paper, complement two other previously isolated sets of factors that facilitate or deter a “relational contracting” culture. Taken together, they feed into a consolidated strategy for releasing the latent energies and potential synergies that should yield the much higher construction project performance levels that have been called for worldwide.

Procurement arrangements for collaborative working arrangements (CWAs) should arguably provide suitable protocols under which different project partners can interact effectively and maintain harmonious relationships and mobilize their collective efforts towards common project objectives. Technical abilities of different project partners for carrying out the works are important. Also critical are their “soft” or “relational” qualities to work jointly and synergistically in the project team. The aims of the reported study are to examine the importance of a single set of different factors for selecting consultants, contractors, subcontractors, suppliers, and clients for CWAs; and to assess the relative importance of various factors and strategies for building CWAs. Data were collected internationally from 17 countries through a questionnaire survey and statistical analyses were conducted. Results attribute varying degrees of importance to various factors for selecting different project partners and suggest an interrelated and consolidated selection approach in general, except for “selecting” clients. The study confirms that trust and business ethics related factors and strategies are more helpful for CWAs than some others. Outcomes of this study are expected to benefit both industry practitioners and researchers, in exploring, designing, and implementing suitable CWAs and selecting appropriate project partners.

Despite the importance of innovation in construction, there is no structured approach to systematically support innovation. The theory of inventive problem solving (TRIZ) provides a unique approach for structuring the development of innovative solutions for technical problems and has the potential for substantial results in construction innovation if used properly. This paper describes TRIZ and introduces its tools through applications in the field of utility tunnel construction. This paper describes how TRIZ tools can be used to generate conceptual solutions to a number of tunnel construction problems. In order to assess the practicality of the TRIZ analysis, the proposed solutions are compared to recent innovations in the field and actual solutions developed by experts. The comparison shows that although TRIZ tools were used by nonexperts in the tunneling field they included most of the features that exist in solutions developed by experts and were also able to point to technologies that are not yet widely used in the tunneling industry. The use of TRIZ in these applications showed that despite the advantages of the theory, further research and supporting tools are required to facilitate its day-to-day use in the construction industry.

Scrapers are valuable construction equipment for large earthmoving operations. Their production rates vary widely as they depend on the equipment performance, operation’s travel time, and haul-road conditions. Determining the most economical selection of the size, model, and number of scrapers is a rather tedious process that involves repetitive calculations. A spreadsheet application was created in order to facilitate such calculations and select the most economical scraper from the list of available equipment for the job under consideration. The application is made of seven spreadsheets containing a scrapers’ database, performance charts, soil properties, and other supporting worksheets. The application provides a user interface to solicit all data entries specific to a project. Once the user enters the required data the system compares the production rate, time required for the job, determines the estimated unit cost for each scraper in the database, and recommends the most economical selection.

Time-cost analysis is an important element of project scheduling, especially for lengthy and costly construction projects, as it evaluates alternative schedules and establishes an optimum one considering any project completion deadline. Existing methods for time-cost analysis have not adequately considered typical activity and project characteristics, such as generalized precedence relationships between activities, external time constraints, activity planning constraints, and bonuses/penalties for early/delayed project completion that would provide a more realistic representation of actual construction projects. The present work aims to incorporate such characteristics in the analysis and has developed two solution methods, an exact and an approximate one. The exact method utilizes a linear/integer programming model to provide the optimal project time-cost curve and the minimum cost schedule considering all activity time-cost alternatives together. The approximate method performs a progressive project length reduction providing a near-optimal project time-cost curve but it is faster than the exact method as it examines only certain activities at each stage. In addition, it can be easily incorporated in project scheduling software. Evaluation results indicate that both methods can effectively simulate the structure of construction projects, and their application is expected to provide time and cost savings.

This paper analyzes the impact of a large-scale safety-in-design initiative during the design and construction of a semiconductor manufacturing facility in the Pacific Northwest of the United States. Drawing on multiple data sources including individual interviews, group interviews, construction documentation, and an expert panel involved in the initiative, the writers identify 26 potential design changes on the project and assess the importance of timing, trade contractor involvement, and the type of design change in determining whether a proposed design change was ultimately integrated into the final construction plans. The writers further consider whether adopted design changes would have occurred in the absence of the safety-in-design initiative and whether the accepted design changes ultimately impacted construction site safety on the project. This analysis of a full-scale safety-in-design initiative provides important insights into how injury prevention efforts in the construction industry can begin upstream by involving designers, engineers, and trade contractors in preconstruction processes.

Computer aided design (CAD) technology is one of the most influential information technology (IT) innovations of the last four decades. This paper studies the factors that influence the spread of this important IT innovation in the context of the Turkish architectural design practice. It builds on the innovation diffusion theory which proposes that internal (i.e., copying behaviors of others) and external influence (i.e., complying with clients’ requirements, changes in government regulations, demand conditions, and consulting firms’ suggestions) factors drive diffusion of an innovation. The paper empirically tests the propositions of innovation diffusion theory by using three mathematical models: The internal influence model, the external influence model, and the mixed influence model. Research findings point out that the mixed influence model has the highest exploratory power. They show that the diffusion of CAD technology in architectural design practice is primarily driven by internal rather than external influence factors. This study is of importance to researchers because this is the first application of the influence models to the study of the diffusion of CAD technology in architectural design practice. It is also of relevance to design practitioners since the findings should provide a useful guide in their decision to adopt or not to adopt CAD technology.

“But-for” is a widely used method for analyzing and apportioning project delays among the responsible parties. Despite its acceptability, the traditional but-for method suffers from serious drawbacks; namely its narrow focus on the point of view of a single party and its inability to accurately consider concurrent delays. In this technical note, several improvements have been made to the but-for method to produce repeatable results and to account for concurrent delays. Details of the modified but-for (MBF) method are provided along with an example to demonstrate its advantages. To automate the MBF method, it has been coded in a macro program on commercial project management software. The method is simple and can help practitioners in apportioning project delays in an accurate and equitable manner.
