Research on Emergency Evacuation Strategy Selection Considering Uncertain Conditions

ABSTRACT
In order to improve the efficiency of emergency evacuation and reduce traffic pressure in a timely manner, the multi-direction evacuation strategy of node points is adopted, and a probability-distributed K-shortest path evacuation method is proposed. Based on the uncertainty of non-evacuation traffic flow, with the minimum evacuation time as the optimization goal, a chance constrained evacuation path planning model with interval parameters is constructed. Finally, taking the regional road network of Xinhai Port in Haikou as an example, the improved genetic algorithm is used to solve the model, and the optimal evacuation strategy is obtained. The results show that this method can take the entire regional road network as the load carrier to evacuate the traffic flow, overcome the problem of traffic flow centralization, and minimize the interference of evacuation traffic flow to non-evacuation traffic flow.
