A Double Control Prevention Mechanism for Water Traffic Safety: A Case Study of Qingdao, China

ABSTRACT

As an important part of the modern comprehensive transport system, water transport accounts for more than 90% of China’s foreign trade. In order to ensure the safety of water transportation, the problems of risk management and hidden danger investigation should be addressed. In this paper, taking Qingdao Port as an example, the relevant theory of double control prevention mechanism is deeply discussed, a complete related knowledge system is established, and the relationship among hazard sources, risks, and hidden dangers is analyzed. The effectiveness of the double-control prevention mechanism is verified by establishing a grading control system in water transport based on risk management, and hidden danger investigation for the port enterprises of Qingdao. As a result, a well-designed risk classification prevention and control system embedded in danger investigation is better to avoid natural disasters and prevent man-made accidents.
