Congestion Pricing Strategy Research under No-Wardrop-Equilibrium Principle

Abstract
Theoretic basis of the former congestion research is Wardrop-equilibrium theory. This paper has introduced no-Wardrop-equilibrium theory into Congestion pricing strategy research, and finds that elastic user is efficient colony under the inferior position while fixed user is inefficient one under preponderant position after computing road-net systemic welfare under the existing of fixed user and elastic user by congestion-pricing. Finally this paper demonstrates the passive influence on congestion pricing strategy by example, and finds that the percent of fixed user to all users is larger, the average travel cost of all users is larger, the total road-net system cost increase and the efficiency of congestion pricing strategy is worse.
