Infrastructure System Resilience: An Engineering Framework for Assessment, Management, and Governance

Abstract

    Infrastructure System Resilience: An Engineering Framework for Assessment, Management, and Governance, IRP 8, describes a framework that demonstrates interconnected relationships between the main elements that comprise infrastructure system resilience to natural or technological hazards. This framework helps to identify the infrastructure system resilience processes, tools, and outcomes and how they relate to overall community resilience.

    Topics include

    Eight interlinked elements that comprise the infrastructure resilience framework;

    Outcomes of the framework such as policy, assessment of social and economic losses, economics of resilience, and tools;

    Links between community resilience and infrastructure assessment, management, and governance; and

    Partial or whole applications of the framework.

    IRP 8 will assist practitioners in taking the underlying complex adaptive systems theory and implementing resilience in practice. This publication focuses specifically on infrastructure assessment, management, and governance to address the essential products and services that meet societal needs.
