Research on the Optimal Strategy of Open Data Subjects in the Deterministic Data Security Policy Environment of Urban Governance System

ABSTRACT
This paper analyses the lack of systematic research on “big data policy, public security governance in the era of big data, open data, data opening and its policies” in China’s urban governance system based on the formulation of data security policies in the process of data opening by local governments in China, and the current situation of relevant research on big data and its policies in China. The study will also examine the lack of systematic research on “big data policies, public safety governance in the era of big data, open data, and data opening and its policies” in China’s urban governance system. On this basis, starting from the deterministic data security policy environment, the game model of open data subjects is constructed to analyze the behavioral choice strategies of open data subjects in the deterministic data security policy environment, providing a scientific basis for the regulation of open data policy in the deterministic data security policy environment in the urban governance system, and also providing a decision path for information security, national open data, and data security policy in the era of big data.
