ABSTRACT
Dynamic traffic assignment connected with advanced traffic information may alleviate bottlenecks of urban congestion. This paper extends the conventional day-to-day traffic assignment and logit models by merging utility functions into transfer rate determination. Simultaneously, market penetration of advanced traveler information systems (ATIS), travelers’ compliance with ATIS, and their inertia are included in the utility function considered the psychological and behavioral diversification. Travelers are divided into three classes possessing different compliance with ATIS, and each class has a unique utility function. A road network in Nanjing was implemented to conduct a numerical illustration of the model. Numerical results show that travel time of travelers equipped with ATIS and fully compliant is 0.14% and 0.91% shorter than that of partially compliant and unequipped travelers. Furthermore, with the increase in market penetration, the total travel time of the network decreases first and then increases, performing best at 0.5.
