Research on Risk Sharing of EOD+PPP Project

ABSTRACT
In order to make the risk sharing between government and social capital parties of EOD+PPP model projects more reasonable. On the basis of identifying the risk of the whole process of EOD+PPP model project, firstly, the traditional TOPSIS method is improved by introducing the pinch cosine distance. And the improved TOPSIS method is used to initially share the risks and divide the sole-share risks and the shared risks. Then, the Shapley value method is improved according to the four basic principles of risk sharing. And the improved Shapley value method is used to further allocate the shared risks and solve the allocation ratio of shared risks between government and social capital parties.
