Exploring the Application of PPP Model in the Renewal of Old Residential Areas: Taking Z District as an Example

ABSTRACT

At present, the application rate of PPP projects in the transformation of old residential areas in China is not high, and its influencing factors are complex and diverse. From the perspective of project participants, this paper extracts the influencing factors of PPP application in the reconstruction of old residential areas in China by combining literature analysis and case supplement. The DEMATEL-ISM model is constructed and analyzed by using the scoring data of experts in this field. The results show that the fundamental factors affecting the application of PPP in the reconstruction of old residential areas in China are government incentive supervision and capital return rate, and the direct factors are project evaluation ability, difficult access to social capital, enterprise’s professional ability, and residents’ willingness to invest. The top three influencing factors of centrality are government incentive and supervision, policy promotion, and participation enthusiasm. Based on the analysis results, corresponding suggestions are put forward.
