Research on Supervision and Incentive Strategy of Infrastructure PPP Project in the Yangtze River Economic Zone

ABSTRACT

As China’s inland river economic zone and coordinated development zone, the Yangtze River Economic Zone’s infrastructure interconnection is particularly important. In recent years, PPP model has been widely used in infrastructure construction. Because of the large number of participants and the diversification of project groups, how to choose effective regulatory incentive strategies has become the key to the coordinated development of infrastructure PPP projects in the Yangtze River Economic Zone. Based on the methods and ideas of evolutionary game theory, this paper constructs a tripartite game model of social capital, third-party supervision and evaluation institution, and government, and uses a multi-dimensional perspective to obtain the optimal selection strategy of each participant in the equilibrium state. Under the constraints of public participation, reputation effect, and government rewards and punishments, reasonable and scientific regulatory incentives and suggestions are provided for the government in infrastructure PPP projects in the Yangtze River Economic Zone.
