Research on Social Capital’s Participation in the Construction Mode and Risk of Affordable Housing

Publication: ICCREM 2020: Intelligent Construction and Sustainable Buildings

ABSTRACT

Housing security is an important part of China’s social security. In the past 20 years, China’s housing security work has achieved brilliant results. However, there are still problems such as the supply cannot meet the needs of the society, the government’s financial pressure, the difficulty of raising funds for construction, the limitation of government’s operational capacity, and the cultural isolation caused by centralized construction. In order to improve the affordable housing system and overcome the problems under the government construction model, the construction of affordable housing construction involving social capital such as REITs, PPP, and affordable housing which is constructed with commercial housing is proposed. This paper summarizes the three construction modes, analyzes the role and comparative advantages of social capital commitment, and compares the possible risks and risk sharing models, and finally puts forward policy opinions.
