Integration of Alternative Technical Concepts with Innovative Delivery Methods

ABSTRACT
State highway agencies always encourage innovations in practice because innovations typically lead to favorable results outperforming the project specifications in the request for proposal (RFP). The alternative technical concepts (ATC) process, a recent innovation in project procurement, has displayed many benefits, such as encouraging innovations, reducing environmental impacts, cost and time saving, improvement of project quality and constructability, etc. To take advantage of ATCs, this research proposes an application in conjunction with different project delivery methods, such as design-bid-build, design-bid, construction manager-general contractor, public-private partnership, and integrated project delivery. Potential impediments associated with the application of each project delivery method are identified in this study. Based on this research, practitioners and researchers can gain insight into the state of practice regarding ATCs, the potential uses within different delivery systems, and can extend the efforts of this study to develop better adaptations to fully exploit the benefits of the ATC process.
