Bi-Level Model of Railway Transportation Existing Network and Simulated Annealing Algorithm

Abstract
This paper has taken the study of how to enhance railway transportation capacity according to the property of the current railway network. It provided a common bi-level model in the construction of ordinary railway network and it also established a bi-level model of a succeeded balanced railway transportation network. The author has put forward a way of Simulated Annealing with an intention to solve the problem of designing a succeeded balanced network. This intention has been justified by a series of calculated exemplifications and has been proved an effective method in solving such problems.
