Abstract
A WebGIS-based safety monitoring system was developed to monitoring the energy-saving and new-energy-using vehicles. The data was collected by the terminal on vehicles, and sent to the monitoring center by GPRS. The monitoring center was divided into three layers: the first is database storage and trigger layer; Operation logic layer is the upper; the third one is the functional performance layer. The main function of monitoring center includes database management, monitoring vehicle based on web-GIS, statistic of the monitoring data.
