Urban Parking Allocation Model Based on Minimum Generalized Parking Costs

Abstract
Correct evaluation of parking facility layout in urban areas is important to solve serious city parking problems. This article researches into the optimal allocation scheme of vehicles parking at various urban parking lots, and analyzes the spatial layout rationality of parking lots by comparing the parking space turnover rates of various parking lots among different urban zones in the scheme. It introduces categories of parking lots and vehicles, defines generalized parking costs, puts forward a optimal parking allocation model based on the minimum of total urban generalized parking costs, and verifies the usefulness of the model based on 2006's downtown parking survey data collected in Yuyao city, Zhejiang, China. The study indicates that the model is effective to determine the theoretical optimal parking allocation scheme and can be used to evaluate the present situation of urban parking demand-supply.
