Many reinforced concrete (RC) frame structures designed according to pre1970 strength-based codes are susceptible to abrupt strength deterioration once the shear capacity of the columns is reached. Fiber composites are used to increase the shear strength of existing RC columns and beams by wrapping or partially wrapping the members. Increasing the shear strength can alter the failure mode to be more ductile with higher energy dissipation and interstorey drift ratio capacities. The objective of this study was to analytically evaluate the effect of varying distributions of fiber-reinforced polymer (FRP) rehabilitation on the seismic performance of three existing RC frames with different heights when subjected to three types of scaled ground motion records. The FRP wrapping is designed to increase the displacement ductility of frame members to reach certain values representing moderate ductility and high ductility levels. These values were assumed based on previous experimental work conducted on members wrapped using FRP. The study also investigates the effect of the selected element’s force–displacement backbone curve on the capacities of the structures with respect to maximum interstory drift ratio, maximum peak ground acceleration, or peak ground velocity resisted by the frames, maximum storey shear-to-weight ratio and maximum energy dissipation. It was found that for low-rise buildings, the FRP rehabilitation of columns only was effective in enhancing the seismic performance; while for high-rise ones, rehabilitation of columns only was not as effective as rehabilitation of both columns and beams. Ignoring representing the postpeak strength degradation in the hysteretic nonlinear model of FRP-rehabilitated RC members was found to lead to erroneous overestimation of the seismic performance of the structure.

The existing knowledge based on the physical characteristics of rubber-based seismic isolators and the validity of assumptions involved in design can be strengthened with shake table tests and field monitoring during earthquakes. Existing structures can be retrofitted with seismic isolators and successful examples are coming up day by day. This paper presents the results of analytical and experimental investigations of a one-third scaled model of a reinforced concrete soft first-storied structure mounted on natural rubber-based isolators and subjected to uniaxial seismic motion. Translational and rocking responses of the scaled model were measured under four different synthetic time histories, covering a wide range of frequencies. Through base isolation, the time period of the horizontal mode is far removed from the peak spectrum but the rocking modes may well be entrapped in the peak region. Hence, a simplified fail-safe system for protection against overturning was also studied.

A series of experiments and analyses have been conducted to assess the vulnerability of hollow circular web members in welded aluminum sign truss structures to wind-induced resonant vibrations. Results from nondestructive field testing were used to develop and verify a reliable method for determining the fundamental natural frequency of vibration for various categories of truss web members (incorporating end connection fixity effects). These natural frequencies for different types, sizes, and lengths of web members were then related to their computed vortex-shedding frequencies, toward estimating the critical wind speeds for web member resonant vibration. Outcomes were correlated with wind-related fatigue damage observed in the field; simple design recommendations for preventing this sort of damage by limiting the maximum web member slenderness ratio have been developed.

This paper presents the results of a live-load test of the Shenley Bridge, the first bridge application of the sandwich plate system technology in North America. The investigation focused on the evaluation of in-service performance including lateral load distribution behavior and dynamic load allowance. Real-time midspan deflections and strain values were measured under both static and dynamic conditions and under various loading configurations to assess the in-service performance. Distribution factors were determined for interior and exterior girders subjected to single and paired truck loadings. In addition, dynamic load allowance was determined from a comparison of the bridge’s response under static conditions to the response under dynamic conditions. From a comparison of measured results to AASHTO LRFD, AASHTO standard, and CHBDC provisions, it was determined that the current provisions tend to produce conservative predictions for lateral load distribution, but can be unconservative for dynamic load allowance. As a result of the testing program containing a single field test, a finite-element model was also used for determination of lateral load distribution and yielded predictions similar to measured results. The results from the finite-element models were often less conservative than the code provisions.

The Madeira Airport runway has recently been extended with a $\mathrm{1,000}\mathrm{m}$ long structure over the Atlantic Ocean supported by concrete columns. To prevent aircraft from falling down special lateral reinforced concrete safety barriers were designed. In order to study the efficiency of these barriers in accident situations, small-scale models of the runway, safety barriers, and most frequent aircraft were tested at the Structures and Materials Resistance Laboratory of IST (Instituto Superior Técnico), in collaboration with LNEC (the Portuguese National Laboratory of Civil Engineering), the Airbus Company, TAP (Air Portugal), and the Madeira airport authorities (ANAM). The paper presents this study, including an initial evaluation of a set of aircraft accident related statistics from the International Civil Aviation Organization (ICAO) databases, the results of the tests performed at the TAP simulator of Airbus A-320, and the preparation and main results of the experimental small-scale tests at IST. It was concluded that, under specific conditions, the designed safety barriers were efficient in preventing aircraft from falling during landing and takeoff accidents.

Emergency rooms are critical infrastructures that provide acute care and rapid treatment of sudden illnesses and trauma. These life saving services must remain in continuous operation. An internal chemical attack on an emergency room would interrupt these essential services and severely impact the capabilities of the health care professionals and staff. In this paper, a combination of multizone simulation and statistical modeling are used as tools to assess emergency room designs for protection against an internal chemical threat. Design options include: the use of dilution ventilation, additional air handling equipment, gas phase filtration, building segmentation, and a sensor system to improve response time. Protection levels are placed into discrete categories and an ordered probability model (with random effects) is estimated. This model identifies factors, such as the design option, chemical type, elapsed time after chemical release, and the air handling unit’s operational and maintenance costs that significantly influence protection levels. Marginal effects are also computed to measure the impact of these factors on the protection-category probabilities. The results of this study can assist owners, designers, and decision makers by providing a quantitative methodology to assess building designs for protection against chemical threats.

The Federation of Canadian Municipalities reported that approximately 55% of sewer infrastructure in Canada did not meet current standards. Therefore, the burden on Canadian municipalities to maintain and prioritize sewers is increasing. One of the major challenges is to develop a framework to standardize the condition assessment procedures for sewer pipelines. Lack of detailed knowledge on the condition of sewer networks escalates vulnerability to catastrophic failures. This research presents a proactive methodology of assessing the existing condition of sewers by considering various physical, environmental, and operational influence factors. Based on historic data collected from two municipalities in Canada, structural and operational condition assessment models for sewers are developed using the multiple regression technique. The developed regression models show 82 to 86% accuracy when they are applied to the validation data set. These models are utilized to generate deterioration curves for concrete, asbestos cement, and polyvinyl chloride sewers in relation to traffic loads, bedding materials, and other pipe characteristics. The developed models are expected to assist municipal engineers in identifying critical sewers, prioritizing sewer inspections, and rehabilitation requirements.

An outbreak of cryptosporidiosis occurred in the town of North Battleford, Saskatchewan, Canada in the spring of 2001. The outbreak left thousands of people sick including about 50 people hospitalized. The source of the outbreak was from the city’s surface water treatment plant. The Sedimentation Contact Unit did not satisfactorily remove suspended solids from the source water, resulting in filter breakthrough. Contaminated water was released into the distribution system causing the outbreak. Communication breakdown and confusion exacerbated the situation, extending the duration of the outbreak. The outbreak prompted the province to change the way it regulated municipal utilities of water and wastewater.
