The safety, mobility, environmental, energy, and economic benefits of transportation systems, which are the focus of recent connected vehicle (CV) programs, are potentially dramatic. However, realization of these benefits largely hinges on the timely integration of digital technology into upcoming as well as existing transportation infrastructure. CVs must be enabled to broadcast and receive data to and from other CVs [vehicle-to-vehicle (V2V) communication], to and from infrastructure [vehicle-to-infrastructure (V2I) communication], and to and from other road users, such as bicyclists or pedestrians (vehicle-to-other road users communication). Further, the infrastructure and transportation agencies that manage V2I-focused applications must be able to collect, process, distribute, and archive these data quickly, reliably, and securely. This paper focuses on V2I applications and investigates current digital roadway infrastructure initiatives. It highlights the importance of including digital infrastructure investment alongside investment in more traditional transportation infrastructure to keep up with the auto industry’s push toward increasing intervehicular communication. By studying current CV testbeds and smart-city initiatives, this paper identifies digital infrastructure components (i.e., communication options and computing infrastructure) being used by public agencies. It also examines public agencies’ limited budgeting for digital infrastructure and finds that current expenditure is inadequate for realizing the potential benefits of V2I applications. Finally, the paper presents a set of recommendations, based on a review of current practices and future needs, designed to guide agencies responsible for transportation infrastructure. It stresses the importance of collaboration for establishing national and international platforms for the planning, deployment, and management of digital infrastructure to support connected transportation systems across political jurisdictions.

Oversight organizations seek to monitor regularly the expenditures and the resulting performance of infrastructure agencies under their authority. A context of this expenditure–performance connection is that of infrastructure preservation spending and the physical condition of the infrastructure. In examining the expenditure–performance relationship, this paper duly recognizes that the integrity of the relationship could be impaired by situational and measurement biases associated with the performance and inventory attributes used for analysis, and the paper presents a methodology for characterizing this relationship that attempts to correct for these biases. The methodology is demonstrated using aggregate (state-level) data on repair expenditures and performance for interstate highway bridge infrastructure in the United States. The methodology can help oversight organizations assess and promote the overall accountability of infrastructure agencies by establishing a clearer connection between infrastructure investment and performance and enabling a comparative assessment of infrastructure performance across the agencies that the oversight organization monitors.

The pressing necessity to renew infrastructure assets in developed railway systems leads to an increased number of activities to be scheduled annually. Scheduling of renewal activities for a railway network is a critical task because these activities often require a significant amount of time and create a capacity conflict in operation scheduling. This paper discusses economic and technological aspects, opportunities, and constraints in the renewals of multiple rail infrastructure components at several locations in a railway network. We addressed and modeled a challenging situation in which there were interrelationships between different track lines, and thus, possession of a track line could affect the other track lines and prevent renewal works on them. A mathematical formulation for the railway infrastructure renewal scheduling problem in the network context was presented to minimize the total renewal and unavailability costs. A method based on a triple-prioritization rule and an optimal sharing of renewal times allocated for different types of rail infrastructure components in a possession is proposed to solve the problem. The method was applied to a real case of a regional railway network in Northern Netherlands and it was shown that up to 13% of total costs can be saved compared with the current scheduling practice.

The mobility of residents and their access to essential services can be highly affected by transportation network closures that occur during and after coastal hazard events. Few studies have used geographic information systems coupled with infrastructure vulnerability models to explore how spatial accessibility to goods and services shifts after a hurricane. Models that explore spatial accessibility to health services are particularly lacking. This study provides a framework to examine how the disruption of transportation networks during and after a hurricane can impact a resident’s ability to access health services over time. Two different bridge-closure conditions—inundation and structural failure—along with roadway inundation are used to quantify posthurricane accessibility at short- and long-term temporal scales. Inundation may close a bridge for hours or days, but a structural failure may close a route for weeks or months. Both forms of closure are incorporated using probabilistic vulnerability models coupled with GIS-based models to assess spatial accessibility in the aftermath of a coastal hazard. Harris County, an area in southeastern Texas prone to coastal hazards, is used as a case study. The results indicate changes in the accessibility scores of specific areas depending on the temporal scale of interest and intensity of the hazard scenario. Sociodemographic indicators are also examined for the study region, revealing the populations most likely to suffer from lack of accessibility. Overall, the presented framework helps to understand how both short-term functionality loss and long-term damage affect access to critical services such as healthcare after a hazard. This information, in turn, can shape decisions about future mitigation and planning efforts, and the presented framework can be expanded to other hazard-prone areas.
