This paper gives results of studies undertaken to assess suitability of construction demolition as coarse aggregate in new concrete production. Three sets of concrete materials considered are fresh concrete (FCM), waste concrete (WCM), and waste concrete strengthened with admixtures (SWCM). Various mixes were prepared for carrying out the research by varying the proportions of cement, sand, and aggregates. All mixes were designed for characteristic strength $\left(f_{\text{ck}}\right)$ of M20. The compressive strength of concretes was tested in laboratory after 3, 7, and 28 days. The specimens used for testing include cubes, cylinders, and flexural beams. The influence of admixtures on the strength of waste concrete was examined. The compressive strengths of FCM, WCM, and SWCM are compared and the results show that there is not much difference in the strengths of FCM and SWCM after 28 days. For this reason, this study recommends the recycling of waste concrete as an aggregate material in the production of new concrete.

The collapse of capital markets is having an impact of the funding arrangements for economic and social infrastructure projects in Australia. Bearing this in mind, this paper seeks to examine whether the current volatility and uncertainty in capital markets in Australia affects the feasibility of privately financed infrastructure and specifically the public-private partnership (PPP) method of procurement. This paper examines the role and dependency that capital markets play in funding PPPs, current market conditions, and how they will affect PPP viability. In addition, alternative funding and procurement mechanisms that can be used for short- and medium-term infrastructure deliveries are presented.

Choosing a project manager for a construction project—particularly, large projects—is a critical project decision. The selection process involves different criteria and should be in accordance with company policies and project specifications. Traditionally, potential candidates are interviewed and the most qualified are selected in compliance with company priorities and project conditions. Precise computing models that could take various candidates’ information into consideration and then pinpoint the most qualified person with a high degree of accuracy would be beneficial. On the basis of the opinions of experienced construction company managers, this paper, through presenting a fuzzy system, identifies the important criteria in selecting a project manager. The proposed fuzzy system is based on IF-THEN rules; a genetic algorithm improves the overall accuracy as well as the functions used by the fuzzy system to make initial estimates of the cluster centers for fuzzy c-means clustering. Moreover, a back-propagation neutral network method was used to train the system. The optimal measures of the inference parameters were identified by calculating the system’s output error and propagating this error within the system. After specifying the system parameters, the membership function parameters—which by means of clustering and projection were approximated—were tuned with the genetic algorithm. Results from this system in selecting project managers show its high capability in making high-quality personnel predictions.

The task demand assessment (TDA) is a new technique for measuring the safety risk of construction activities and analyzing how changes in operation parameters can affect the potential for accidents. TDA is similar to observational ergonomic methods—it does not produce estimates of probabilities of incidents, but it quantifies the “task demand” of actual operations based on characteristics of the activity and independent of the workers’ capabilities. The task demand reflects the difficulty to perform the activity safely. It is based on (1) the exposure to a hazard and (2) the presence and level of observable task demand factors—that is, risk factors that can increase the potential for an accident. The paper presents the findings from the initial implementation of TDA and demonstrates its feasibility and applicability on two different operations: a roofing activity and a concrete paving operation. Furthermore, the paving case illustrates how the TDA method can compare different production scenarios and measure the effect of production variables on the accident potential. The findings indicate that the method can be applied on activities of varying complexity and can account for several risks and task demand factors as required by the user. The selection of task demand factors is a key issue for the validity of the method and requires input from the crew and safety management. The limitations of the methodology and the need for further research are discussed. Overall, TDA provides a tool that can assist researchers and practitioners in the analysis and design of construction operations.

With the increasing needs to adopt nighttime construction strategies in order to avoid disruption of traffic flow, state agencies are currently experimenting with a new class of light towers known as balloon lights. Compared to regular lighting tower, balloon lights have been reported to reduce glare significantly and to provide more uniform lighting conditions at the site. The objective of this study was to measure light and glare characteristics of two balloon lighting systems in the field. Glare and lighting characteristics of this new class of light towers were compared to a conventional lighting system. For this purpose, field measurements were made of the pavement luminance and the horizontal and vertical illuminances on a predefined experimental grid. Results of this study indicated that while being comparable in terms of wattage and luminous flux, the tested balloon light systems differed in terms of light and glare characteristics. In addition, while conventional light tower provided greater illuminance at the light source than balloon lights, the disability glare was greater for conventional light tower than balloon lights when mounted at the same height. Results of this study revealed that optimum conditions should be sought in the work zone, through which adequate lighting conditions are provided for workers while disability glare is kept below a safe threshold for drive-by motorists. Plotting the maximum veiling luminance ratio (disability glare) against the workable distance provides a simple approach to consider the two factors concurrently in the design of work zone lighting.

Resources perform or enable physical operations and thus are vital on construction projects, yet are subject to various constraints. Their use within a project schedule must therefore be carefully planned. A major objective is optimizing when they are active within the float of noncritical activities to avoid disruptive and costly fluctuations. This paper builds on analyzing criticality of linear schedules with the unique singularity functions. The new approach keeps resources intact and derives one flexible equation for the complete resource profile of a schedule, including any timing or resource rate changes. Another equation models its first moment of area to minimize the objective function toward a level profile. A genetic algorithm is suitable for an iterative optimization. The parameters of its chromosomes are recombined evolutionarily and can model any permutation. Analyzing a road project illustrates how singularity functions integrate resource optimization with its linear schedule and facilitate a subsequent optimization.

Resource leveling aims at minimizing the resource usage fluctuations, which is accomplished by moving noncritical activities within their float. The project duration is fixed and is not affected by the leveling. Most of resource leveling techniques assumes that activities cannot be split. Although this assumption is valid for most construction activities, there are several activities that can be split to achieve better resource leveling. However, there is an added cost associated with splitting such as startup and restarting costs. This paper presents an optimization model for resource leveling that allows activity splitting and minimizes its associated costs. The objective is to level resources in a way that provides a tradeoff between the extra cost of acquiring and releasing resources versus the extra cost of activity splitting. The model can be used to determine at what values of the splitting cost, the preemption of an activity is recommended. One example problem is solved at the end of the paper in order to illustrate the proposed model.

Traditional time-cost trade-off (TCTO) analysis assumes constant value of activities’ cost along the project time span. However, the value of money decreases with time and, therefore, discounted cash flows should be considered when solving TCTO optimization problem. Optimization problems in project management have been traditionally solved by two distinctive approaches: heuristic methods and optimization techniques. Although heuristic methods can handle large-size projects, they do not guarantee optimal solutions. A nonlinear mathematical optimization model for project TCTO problem is developed, which minimizes project direct cost and takes into account discounted cash flows. Costs of activities are assumed to be incurred at their finish times. The model guarantees the optimal solution, in which precise discrete activity time-cost function is used. The model input includes precedence relationship between project activities, discrete utility data for project activities, and discount rate. Details of model formulation are illustrated by an example project. The results show that selected activities’ durations and costs and consequently optimal project duration differ from traditional analysis if discounted cash flow is considered. The new approach provides project practitioners with a way for considering net present value in time-cost decisions so that the best option can be identified.

This research aims to develop an automated and cost-effective solution to guide the advance of a tunnel-boring machine (TBM) during microtunneling and pipe jacking operations. Pros and cons of currently available TBM guidance systems are evaluated. A simplified TBM guidance system is proposed based on integration of automated data collection with real-time computing. The TBM’s position in terms of point coordinates is continuously and automatically surveyed by a robotic total station, thus making it feasible to derive any line and level deviations from as-designed tunnel alignment in real time. Furthermore, given the coordinates of three observation points on the TBM, the attitudes of the TBM, which are described by three rotation angles of yaw, pitch, and roll, can be determined by a vector observation algorithm. Monte Carlo simulation was conducted to assess errors of point positioning and attitude determination by the proposed solution. For concept proving and application demonstration, a hardware-software integrated prototype system was developed in house and validation experiments were successfully conducted in terms of: (1) automated surveying of multiple targets; (2) attitude determination for a moving object that mimicked a working TBM; and (3) field installation and testing based on an ongoing project.

A positive safety climate can improve employees’ safety awareness and reduce workers’ unsafe behaviors. Having consistent key factors that comprise safety climate is paramount in facilitating the measurement and comparison of safety climate over time which helps identify effective approaches to improve safety performance. This paper examines the consistency of safety climate factor structure and safety climate improvements over time in a Chinese construction company. It adopts a case study approach and reports on using the same safety climate instrument to carry out two surveys, three years apart. The exploratory factor analysis showed that the obtained four-factor structure of safety climate remained consistent across the two surveys. Moreover, the confirmatory factor analysis demonstrated that the second-order factor of safety climate was unchanged. Statistically significant improvements were also found on all four identified factors. The governmental or organizational strategies and/or tactics that could stimulate positive improvements on safety climate factors (referred to as stimulators hereinafter) were then identified via interviews with safety management officers in the company. The most effective stimulators were found to include constituting the safety regulations and safety rules, as well as increasing the intensity of safety training and safety promotion. Implications on the consistent factor structure of safety climate and the stimulators are also discussed.
