Design reviews are critical to the success of a construction project. They eliminate costly rework and conflicts, and promote creative and innovative design and construction. This paper discusses a unique way to improve design reviews by gathering and including direct corporate experience that can be used company- and industry-wide. The Design Review Checking System (DrChecks) and the system called Corporate Lessons Learned (CLL) were developed by the U.S. Army Construction Engineering Research Laboratory to collect personal experiences and lessons learned on projects and incorporate these data into corporate knowledge, expressly for the design review process. DrChecks provides a framework for a standardized review process. Typically, exchanges of personal experience and knowledge have occurred informally by word of mouth. With DrChecks and CLL, direct personal experience can be collected into a database while the design review process is on-going. Lessons learned, success stories, and good work practices, which can be identified easily by experienced staff members, can then be shared throughout the organization. DrChecks and CLL both take advantage of the Internet and facilitate the management of design review process and the collection and reuse of corporate lessons learned asynchronously and remotely.

Value management (VM) studies often face pressure caused by limited time and resources. The identification of key factors for value management success enables appropriate allocation of the limited time and resources in order to achieve better output. Most of the related past work only identified critical success factors for value management studies in general. This paper seeks to distinguish these factors according to their degrees of importance in relation to success. A questionnaire survey was conducted to gather views from experts with experience in value management practice. The findings of the survey reveal the relative importance of the nominated success factors. Two factors that had not been highlighted by previous research are identified as having a significant influence on the success of VM studies. In order to explore the underlying construction among the identified critical success factors (CSFs), factor analysis was adopted to investigate the cluster of the relationship. The results indicate that the success of VM studies requires a combined effort from all parties involved.

This study is concerned with the assessment of risk for major construction activities. Risk has been defined as a measure of the probability, the severity, and the exposure of all hazards of an activity. A risk assessor model (RAM) was developed and computerized to determine the risk associated with a particular activity and the justification factor for a proposed remedy. Knowing the value of risk would help contractors identify the high risk of major construction activities and would enable them to allocate safety precautions in a more efficient manner.

The path float use in the network is an effective method used to cope with various uncertainties existing within the construction. However, the current path float calculating method may bring misleading information to the managers on site and then cause project duration risk in the construction. The purpose of this paper is to present a new method, which calculates the noncritical path float in the program evaluation and review technique (PERT), to copy with the uncertainties within the network implementation, and to reduce the misleading information. An example network was analyzed with the new method, the results showed the consistent path float under required completion probability and required duration. The new path float concept will bring useful planning information to the managers and the planners in the construction.

This paper presents a resource-constrained critical path method (RCPM) technique that capitalizes on and improves the existing critical path method (CPM) and resource-constrained scheduling (RCS) techniques. A traditional CPM schedule is not realistic, because it assumes unlimited resources, some of which are highly limited in practice. Although traditional RCS techniques can consider resource limitations, they do not provide the correct floats and critical path, as the CPM does. The difference between the theoretical remaining total float and the real remaining total float is referred to as “phantom float” in this study. Work sequence in a resource-constrained schedule could also be considerably changed with a schedule update, resulting in high costs to reorganize it. This is because in addition to technological relationships, a resource-constrained schedule contains resource dependencies between activities that are neglected in traditional RCS techniques. This study proposes a step-by-step RCPM procedure to consider those resource-constrained relationships. Hence, the method can identify real floats and correct critical paths considering both technological and resource relationships, making late start and late finish times more meaningful. In addition, because of identified resource relationships, the RCPM also provides a certain level of stability with a schedule update.

Research was undertaken to develop a method to assist in the determination of the lower and upper activity duration values for schedule risk analysis by program evaluation and review technique analysis or Monte Carlo simulation. A belief network was the modeling environment used for this purpose, and the resulting model was named Evaluating Risk in Construction–Schedule Model. The development of the belief network model consisted of four steps. First, construction schedule risks were identified through a literature review, an expert review, and a group review by a team of experts. Second, cause effect relationships among these risks were identified through an expert survey. This led to the development of the structure of belief network model. Third, probabilities for various combinations of parents for each risk variable were obtained through an expert interview survey and incorporated into the model. Finally, sensitivity analysis was performed. The model was tested using 17 case studies with very good results.

Governments and firms in developing economies are concerned about ways to improve performance of local firms. A wealth of research has already discussed the reasons for decline in performance and suggested a number of possible improvement strategies. Among these documented strategies, there are many options for developing economies. The selection among these options, however, depends upon the unique organizational set-up and many other local factors. Moreover an implementation scenario of the selected options requires an experimentation period either by actually implementing the option as a policy or simulating the complete process in a model and thus creating a laboratory for learning. The former option is costly while the latter requires dynamic modeling of engineering processes integrated with the local influencing factors on overall performance. The latter approach is adopted in the present research using system dynamics techniques to model the problem. The effects of three strategic policies on the performance of a construction firm have been simulated. A case study is conducted to validate the utility of some selected policies for performance enhancement.

The methodology of discrete-event simulation provides a promising alternative solution to designing and analyzing dynamic, complicated, and interactive construction systems. In this paper, an attempt is made to extend the previous work of simplifying construction simulation by delving into the fundamental approaches for discrete-event simulation. A new simplified discrete-event simulation approach (SDESA) is presented through extracting the constructive features from the existing event/activity-based simulation methods; both the algorithm and the model structure of simulation are streamlined such that simulating construction systems is made as easy as applying the critical path method (CPM). Two applications based on real road construction projects in Hong Kong serve as case studies to illustrate the methodology of simulation modeling with SDESA and reveal the simplicity and effectiveness of SDESA in modeling complex construction systems and achieving the preset objectives of such modeling. They are a granular base-course construction system featuring both cyclic and linear processes and an asphalt paving construction system with complicated technological/logical constraints. As a general-purpose method for construction planning, SDESA enables practitioners to deal with what the CPM-based network analysis method fails to solve by offering discrete-event simulation capabilities. Furthermore, the SDESA can potentially be adapted to special-purpose simulation tools to tackle large and complicated construction systems of practical size that have yet to find convenient solutions with existing simulation methods.

Newly developed approaches for construction simulation have been used to model the one-plant-multisite ready mixed concrete (RMC) production system, validated by real-life operations data in Hong Kong. HKCONSIM—a computer system for simulation modeling and analysis of Hong Kong’s RMC production operations was developed in-house. The system is suitable for the resource provision planning and the production planning of a RMC plant, so as to meet given demands at a number of sites for concrete over a working day. The emphasis of the simulation modeling is on the interactions of multiple sites with the plant, and the objective is to improve the supply service levels and the utilization of plant resources. One significant improvement achieved via the research is that to simulate the RMC production operations with HKCONSIM does not require familiarity by the user with any software-specific terminology and modeling schematics, in contrast with existing simulation methods; the process of constructing a simulation model is reduced to specifying the attributes for each pour and site and providing the plant and truckmixer resources available on self-explanatory on-screen forms. Therefore, by experimenting on a HKCONSIM produced model the user, being a practitioner in the concreting industry, can readily study complicated relationships between the pattern of demand for concrete, the resources available to the system, and the service levels achieved together with the utilization levels achieved for the resources involved. Conclusions are given on the research and recommendations for future work made.

The choice of an appropriate repair material and method requires a systematic observation of the symptoms and their probable cause together with a source of available information relating to durability. In response to a growing awareness of durability problems, a repair of concrete (REPCON) database has been developed, which deals with the diagnosis, evaluation, maintenance, and repair of concrete structures. The REPCON Management System is designed to be an effective support tool for experts whose data can be evaluated and tested to ensure that the evolving database retains its integrity. By providing a quantitative and consistent means for evaluating both new data and the person contributing it, the confidence level (CL) allows new knowledge and experience to be gathered and monitored over time. The paper explains how a computerized database management system can allow an initial database to evolve and become a forum for exchanging ideas in the field of concrete repair, and how the new methodology of data/user evaluation could have wider implication in many knowledge-rich areas of expertise.

The philosophy behind quality, environmental, and safety (QES) management systems is a concept that has been accepted by various contractors. Furthermore, a process has been developed insuring that the output produced conforms to customer satisfaction without violating any environmental, health, and safety rules and regulations. An effective QES program not only assures a quality product but also reduces costs, and enhances productivity. It is a top down process, i.e., top management together with line management and other employees develop the program and motivate all personnel to accept the process. Important functions to take under consideration are (1) explain and clarify the quality, environmental, and safety performance expected; (2) involve employees in decision-making and problem solving; (3) describe the consequences of poor quality and unsafe/unhealthy work conditions; (4) establish QES goals and provide feedback on performance; (5) provide a self-monitoring system; and (6) recognize and reinforce good performance and develop a reward system. This paper presents a discussion of the development of a portion of a QES management system which has been employed by a medium to large size construction company. In particular, Items 1–4, listed above, are described in detail.

The procurement process of construction projects has been affected by developments in the field of Information Technology, as well as by the need to cope with growing technological challenges stemming from the integration of multiple building systems into tall and complex buildings. Furthermore, since the procurement phases are undertaken simultaneously, project complexity is increased, and increased integration among them is therefore required. These constraints have made the management of complex construction projects less of an architectural and engineering issue and more of a managerial one. In turn, this has led to an increasing use of the “construction management” concept in the procurement process. This study focused on communications in construction management procurement of building and residential projects in Israel. Communications between the construction manager and the design team were found to be vital in ensuring adherence to project objectives. Communication means were classified as “formal”—written technical information, and as “informal”—verbal communications. Construction managers in Israel still use informal communications in 50% of their interactions with their project counterparts. The study concludes that design capabilities should be one of the essential qualifications required of a construction management firm. In addition to the more traditional responsibilities, such as planning, scheduling, and coordination, the scope of the construction manager’s professional duties should emphasize the aspect of quality management.

The construction industry has been relentlessly searching for technology solutions to enhance its productivity and efficiency. This paper presents an investigation that was conducted to obtain an overview of the current situation of electronic commerce applications using Internet and web-based technologies for the construction industry. A conceptual model named Integrated Electronic Commerce Model for the construction industry is proposed in this paper. Based on this model, construction project scheduling process and its related business activities at the industry and enterprise levels are analyzed to compare the interaction and integration of construction processes, in the electronic commerce environment versus those in the traditional environment.
