Abstract
Civil engineers have a dominant role to play in water resources development. This role embraces all operations from planning to management. The education of the water resources engineer, therefore, must emphasize the social, economic, legal, and political constraints on engineering science and technology. Moreover, the water resources engineer must be taught the essentials of finance, business organization, and administration if he is to meet the challenge of leadership in this increasingly important field of professional activity. The current emphasis on interdisciplinary education at all levels and in all fields is fortuitously timed with respect to the popular emphasis on water development and conservation. Consequently, it is reasonable to believe that water resources engineering will benefit disproportionately from the latest fashion in education.
