Radical Change Requires a Firm Foundation

Abstract
The methodology is presented for the consolidation of two engineering departments in a major international design/contracting firm with over 600 employees. Four managers formed the planning team that developed a logical and systematic approach to improve efficiency of the organizational structure. A very participative form of management techniques was employed. The program was divided into two steps, planning and implementation. A full-time manager was employed to direct the implementation efforts. The consolidation occurred during a period of high work load, and successful completion of the projects underway held priority over the organizational changes.
