Land Administration in the Territorial Development System of the Regions: Theoretical Issues and Evaluation Methodology

Abstract

This research aims to solve the problem of the controversies between low-structured and unclearly specified processes in land resource management and its use in the regions of Ukraine. This problem leads to numerous disputes in land relationships, modern methods, methodologies, and techniques that provide for the territorial development of land administration in the region. This research used a mathematical modeling method to identify the cause-and-effect relationships in the integral indices' impact on the synthetic factor of the regions’ functioning. The level of territorial development in land administration was identified as extremely low, which required the approaches to its formation and implementation, and the development of technologies to increase the efficiency of land management to be reconsidered. The results of the mathematical modeling only proved the low impact of the integral index on the territorial development of land administration on the synthetic factor of the regions’ functioning [i.e., index of the gross regional product (VRP)]. Types I and II errors were identified, which allowed the use of an inclusion method and provided an approximate 17-times increase in the correlation coefficient (R). The applied mathematical tools could make it possible to create a quantitative basis to make well-reasoned decisions in land administration when ensuring the territorial development of the regions.
