Erosion of Soil, Schedule, and Property Negotiations—How All Were Mitigated for Austin Pipelines

ABSTRACT
The presentation will review risk mitigation strategies to facilitate a successful public bid when an industrial developer acquires property after the design is complete but prior to acquisition of all required easements. Several decisions made by the design team as the project progressed had the potential to cumulatively increase the risk of the overall project. A review of risk mitigation techniques implemented (including evaluating proposed construction durations, timeframes, and impact to future land use) was used to successfully negotiate easement acquisition and allow the project to proceed. The project was substantially complete with three HDD crossings and tie-ins complete in early 2023. Connection to the existing reclaimed pipeline was completed on December 6, 2022, and the connections to the existing sludge pipeline on January 11, 2023. As of early March 2023, a new automated security gate and environmental site remediation activities remain to be completed before final completion is achieved.
