Sharing the Bus Lane with New-Energy Vehicles for Improving the Utilization of Road Network

ABSTRACT

To improve the utilization of bus lanes by refining the policy of giving priority to new energy vehicles, this paper proposes a strategy for sharing the road rights of bus lanes with new energy vehicles. This paper establishes a bi-level optimization model where the upper level selects a bus lane with the shared right to minimize the regional road congestion, and the lower-level bases on the traffic assignment to minimize total travel times. A case study is simulated on the Xi’an Road Network, and a genetic and ant colony hybrid algorithm is designed to solve the lane selection and traffic assignment problem iteratively. Results show that the road utilization rate of the optimized layout scheme is increased by 37.2%. At the same time, the travel time of new energy vehicles is reduced by 22.3% compared with fuel vehicles.
