Governance Trend Analysis and Co-Governance Model for Drivers’ Drunk Driving Behavior

ABSTRACT

Drunk driving is a major cause of traffic accidents and one of the factors that trigger social instability. This paper analyzes the deep-seated reasons for the collision between the automobile culture and Chinese drinking culture in the context of China’s motorization development, through a comparative analysis of data on Chinese motor vehicles, drivers, road mileage, drunk driving violations, drunk driving accidents, and other data in recent years. The paper conducts research on the development of public perceptions of drunk driving behavior. The paper summarizes the experience of drunk driving governance in China in terms of demonstrations in key areas, daily publicity and education, and multi-sectoral coordination mechanism for drunk driving governance around the holistic elements of the “people, automobile, and drink,” in order to help China’s drunk driving governance transition from crackdown to prevention, from management to governance, and promote the standardization, socialization, and intelligence of drunk driving governance.
