2021 Rat Creek Roadway Repair

Abstract
Caltrans considered many options for restoring the Rat Creek section of Highway 1, including a bridge and an enhanced fill option. Caltrans selected the enhanced fill option because of challenges installing a bridge around this curved portion of Highway 1, the long embankment length at this location, and the recurrence of high intensity rainfall events at Rat Creek. Construction crews began working seven days a week immediately after the January 27, 2021, washout, which allowed the repair to be completed ahead of schedule. Favorable weather conditions aided reopening of the roadway in only 86 days. Caltrans estimated that 40,000 to 45,000 m3 of debris was removed from Rat Creek as part of the repair. All this debris was removed from the site, with no material from the construction activity moved downslope to the ocean.
