The Performance Evaluation of Expressway PPP Project during Operation Period Based on RF

ABSTRACT
As PPP (public private partnership) mode is widely used in expressway projects, the operation period of PPP project is the key effect on its performance. Therefore, it is necessary to explore the project performance in operation stage in depth. Based on the characteristics of expressway PPP projects and the analysis of relevant policy documents, this paper selects 17 typical expressway PPP projects evaluation indicators, and establishes the performance evaluation index system in operation period from three dimensions, namely, output, effect, and management. The Random Forest method is used to construct the performance evaluation model. Six expressway PPP projects are chosen as cases to apply this model. The results show that this method can accurately evaluate the performance in operation period. Thus, this study provides decision support for improving the comprehensive performance of expressway project in PPP mode.
