Study on Evaluation Method of the Total Asset Value of National and Provincial Highway Infrastructure

ABSTRACT

Highway is an important infrastructure of the country, and highway asset evaluation is also an important part of highway asset management system. The full assets of highway facilities include all highway infrastructure assets, such as pavement, subgrade, structure (bridge, tunnel, and culvert), and ancillary facility (medial divider, railing guardrail, greening, sign and marking, etc.). The evaluation method of the whole assets of highway facilities is studied from three aspects: technical condition evaluation, performance prediction model, and method of asset value calculation. It’s a useful work of doing the asset evaluation and data analysis of the whole assets of the national and provincial roads. Doing such research work could help the investment decision-makers be clearer of the annual change of the total assets. It also provides a theoretical basis for making the most scientific and reasonable decisions such as on medium-long term plan, annual maintenance plan, investment strategy and implementation plan, and so on.
