Analysis on Investment Environment of PPP Project in Shaanxi Province

ABSTRACT
In order to solve the financing difficulties in a public-private partnership (PPP) project, this paper selects the cross-section data of 10 prefecture level cities in Shaanxi Province, and establishes an investment environment evaluation system for PPP project with 24 indexes of 4 dimensions. From four aspects of government capacity, financial security, business environment, and development demand, the comprehensive scores of the investment environment evaluation system are obtained by using analytic hierarchy process, and 10 prefecture-level cities are divided into 4 types of investment areas through cluster analysis. The results show that Xi’an has a prominent development advantage and belongs to the leading group. In second place, Yulin’s comprehensive ranking has a certain gap compared with Xi’an, which belongs to the challenge group. Tongchuan, Ankang, and Shangluo have lower comprehensive strength and are located at the bottom, belonging to the reserve group.
