Analysis of the Differences in the Time Value of Commuters’ Early and Late Peak Travel Time

ABSTRACT
Commuting travel is integral to a city’s normal operation. Time value is the basis for analysis and prediction of traffic mode sharing rate. Motor vehicle use in China has been increasing rapidly, creating severe traffic congestion. Travel time of public transportation, and travel time reliability, determine the service level of public transport systems. It also affects the attractiveness of public transportation to travelers, and then determines the implementation effect of public transport priority policies. For travelers, the time cost and time reliability cost of bus travel are critical to the impact of bus selection behavior. Based on survey data, this paper establishes a commute time value model to study the commute time value and time reliability value of cars and public transportation, providing guidance for setting regular bus and rail fares and implementing policies to alleviate urban traffic congestion.
