Design and Efficiency Evaluation of Infrastructure Construction in 31 Chinese Provinces Using Input-Output Tables

ABSTRACT

Infrastructure construction is not only a guarantee for the even running of economic and social activities, but also an important evaluation tool for the regional construction level and sustainable development capacity. This paper first modifies the Chinese provincial input-output tables among 31 regions in 2012 and obtains multi-sector input-output tables including 11 infrastructure sectors. Next, according to the functional nature, we divide the infrastructure sectors into two categories: economic sectors and social sectors and calculate the output efficiency and correlation efficiency based on these two categories respectively. The analysis results show that the output efficiency of social infrastructure is generally higher than economic infrastructure; while the output efficiency of infrastructure in developed provinces is usually lower than backward provinces. In terms of correlation efficiency, the push-pull effect of economic infrastructure on the upstream and downstream sectors is higher than social infrastructure. The efficiency of economic infrastructure in developed regions is high while backward provinces have an advantage in social infrastructure.
