Analysis and Allocation Method for the Permits of Shared Appertaining Parking Facilities

Abstract
The limited parking resources in cities cannot meet the increasing demand for parking, and the contradiction between parking supply and demand is severe. We use the concept of shared parking and parking permits to ease this problem. On supply side, parking time is determined by parking characteristics of parking lots, and the number of parking spaces available for sharing is determined according to the expected parking space occupancy. On the demand side, a Double Hurdle model describing the willingness to pay for parking permits is established. Whether users are willing to participate in the shared parking and how much money they are willing to pay for the license of shared parking are considered to calculate the number of people who are willing to purchase the license. Finally, combined supply and demand, the quantity, price, and available period of parking permits are obtained.
