Two Proposed Basis Strategies for Delay Claims Assessments in Engineering Projects: An Iranian Perspective

ABSTRACT

The average time for the completion of all the projects in Iran is estimated to be 8.9 years. However, the same average for the completed projects in 2007 was reported to be 11.1 years. Any difference between the estimated time for the completion of a project and its actual time is called project delay. This delay equals the sum of all the delays in the activities in critical paths. Delay analysis includes identification, study, and analysis of factors causing delays, source of delays, and the role of each in the overall delay of a project. The study of the causes of delay in construction projects around the world demonstrates that the causes of delay are different in different countries. This is due to social and cultural differences, the type of contract and construction, political issues, state regulations, geological conditions, and the weather in the region. Hence, dealing with such problems is a general concern. In this study, in addition to past studies, delay in the construction projects in Iran are gathered and introduced. So, the first objective of this paper is to identify and classify delay causes in Iran and to introduce current procedures for control delays. As second objective, to manage delay-claims crisis, two practical frameworks were proposed for the classification and assessment of delays.
