Decomposition-Coordination Approach for Study of a Large Water Resource System
Publication: Sustainable Water Resources Management
Abstract
This chapter focuses on regional coordination and institutional arrangements for water resource development in subregions of the Ganga Basin. The chapter analyzes the Ganga Basin’s water resources development potential with the aid of linear programming models. The National Water Resources Development Council (Government of India) is the coordinating agency for water development in the Ganga Basin within its jurisdiction. The chapter also discusses a two-level system study of irrigation and energy development in the Ganga Basin that considers several development and flow requirement conditions at Farakka on the Indo-Bangladesh border. It further explains the potential use of the heuristic decomposition-coordination (D-C) approach in river basin planning. The D-C approach is useful to understand interlinkages and to formulate institutional arrangements. The approach permits application of formal and informal models to represent and analyze the subsystems.
