Problems and Countermeasures with Land Increment Income Distribution in the Process of Farmland Conversion

Abstract
With the rapid development of the Chinese economy and acceleration of urbanization, a farmland conversion trend is inevitable. From 2004 to 2011, the area of land expropriation increased from 196,000 hectares to 569,000 hectares, an average annual growth of about 15%. Farmland conversion improves the living level of millions of farmers, promotes the rapid development of industry, and makes a large contribution to economic development. Firstly, this paper analyzes the current situation of farmland increment income distribution. Secondly, on the basis of investigation and data analysis, this paper summarizes the problems of land increment income distribution in the process of farmland conversion, such as:(1) reducing the efficiency of land use; (2) lacking farmers' rights protection; and, (3) weakening the control efforts of land pricing. Lastly, in order to protect the rights and interests of landless peasants, this paper provides solutions, including:(1) more reform of the land property rights system; (2) a more perfect market mechanism to distribute land increment income; and (3) stronger rural social security programs.
