A Mode of Public Rental Housing Based on BTO-MBS Financing
Publication: ICCREM 2014: Smart Construction and Management in the Context of New Technology
Abstract
At present, China faces an enormous public rental housing construction funding problem. The disadvantage of the traditional build-operate-transfer (BOT) mode's financing problems has emerged, which forces us to propose a new financing model "build-transfer-operate + asset securitization" (BTO-MBS) financing model. This article comparatively analyzes the BTO-MBS project's financing model, specific operational procedures, feasibility and public rental housing under the BOT and BTO-MBS project financing models, and reaches the conclusion that the BTO-MBS financing model is the most suitable financing model for public rental housing projects.
