Abstract
Hydropower, a clean and renewable resource, is increasingly popular in China. The hydropower stations on the Jinsha River, which are supposed to provide a great amount of electricity, are controversial because of the potential negative impacts on the environment. Although Environmental Impact Assessments (EIAs) are applied and environmental agencies take efforts to diminish the impacts, the regulation and enforcement of environmental laws are far from satisfactory. This paper introduces the existing problems on the hydropower issues on the Jinsha River, identifies the influential actors, analyzes the technical and organizational reasons, and provides possible solutions to ameliorate the chaos of hydropower development on the Jinsha River.
