Legislative Research and Enlightenment of Housing Security in Foreign Countries (Regions)
Publication: ICCREM 2014: Smart Construction and Management in the Context of New Technology
Abstract
Housing security is a democratically beneficial policy which aims at resolving housing problems of the middle and low income population. Related laws and regulations are the fundamental guarantees for implementing this policy effectively. This paper analyzes housing security legislation by using the legislative experience of Germany, Singapore, Hong Kong and Taiwan for reference. It reveals the problems about housing security legislation. Legislative proposals for the Basic Housing Security Law are proposed based on three aspects:(1) building the housing security institution with executive force; (2) setting rigorous conditions for the access and exit and the corresponding punishment measures; and (3) strengthening the supervision and management of the work of housing security.
