Evaluation Model of Railway Freight Transportation's Social Benefits and Government Incentives

Abstract
With the rapid development of China's economy, the freight volume of the whole society is growing and thereby contributing to freight transportation. The mass of goods transported by transportation tools also increases the environmental problems. This paper researches the current conditions and tendencies of public transportation in China. By comparing railway's social benefits and comparative advantages with that of other means of transport, this paper builds an evaluation model of freight transport to calculate carbon emissions from various means of transport. The model can be the basis for the government to make relative policies and for enterprises to make logistics planning, thus encouraging the use of low carbon emission transport means.
