Based on Time and Requirements Evaluate An Area of Emergency Repositories' Service Capacity

Abstract
To avoid an excess of local resources, this paper studies an assessment of the emergency services ability throughout the region, rather than assessing a single emergency repositories service's ability. Under reverse consideration, the demand points actually received the service capacity, taking into account both the demand and time factors, used satisfaction of model, no outline quantitative with demand and time, by calculating the capacity of each demand point, and finally get the ability of emergency services throughout the region. Then, analysis of the regional reserves library system of service ability of insufficient and improved measures, last making Hunan province as case for further discussion.
