Zhejiang Province Vessel Traffic Safety and Oil Spill Accident Prevention Ability Based on Ocean Economic Strategy

Abstract
Zhejiang is an experimental province of marine economic development, and Ningbo- Zhoushan sea area is the core demonstration area of Zhejiang marine economic construction. The trinity of Hong Kong Logistics service system is an important part of the marine economy, but the maritime accident, and especially, the large oil spill pollution incidents have a big threat on the marine economic construction. This paper focus on the study of the maritime traffic safety of Ningbo-Zhoushan core port and the incident trend of oil spill, the capacity to meet a contingency, and prevention and the threat of a large oil spill in the marine economic construction, based on analyzing the data of oil tankers in or out the port along the coast in Zhejiang, their distribution and oil spill, and combined with the evaluation popularized to prevent the pollution of ships on the marine environment throughout the country so as to put forward some constructive advice for improving the capacity of preventing the oil spill in Zhejiang-Zhoushan core port. This study is conducive to further reduce the maritime accident and guard against serious oil spill incidents to promote the fast and healthy development of the marine economy.
