Evaluation of Efficiency of Resource Allocation in the Highway Transportation System with Data Envelopment Analysis

Abstract
A highway transportation system is an organic whole that consists of hardware and software resources that support it respectively. A rational scale and structure of highway transportation system resources should be kept through reasonable allocation, which would promotes its development in a coordinated and highly efficient way, thus meeting the need of cargo's and people's movement propelled by development of economy and society. After a rational establishment of an evaluation index system, this paper applied data envelopment analysis (DEA) to evaluate the resources allocation efficiency of Heilongjiang province highway transport system (2000-2010). The results indicate that with the improvement of scale and structure of Heilongjiang province highway transport system, there was an obvious promotion of resources allocation efficiency in last decade.
