Abstract
Traffic Congestion Index Evaluation is important for motorists to gain a more accurate picture of changing traffic conditions. The paper puts forward a new concept of traffic congestion index and proposes a calculation method and evaluation criteria based on travel speed. The road congestion is divided into five levels. We evaluated the congestion level by the traffic parameter detected by the detector, which can be a reference for traffic management and travelers.
