Abstract
In 2010, the Port of Rotterdam (PoR) tendered a new quay wall in a design and construct contract without maintenance. The contract is awarded to the contractor with the economically most favorable bid (and not necessarily the lowest price). The life cycle costs (LCC) value of the quay wall was the most important parameter.
