The Execution of a Comprehensive Dock Condition Survey

Abstract
The Port of Seattle services the maritime industry in the Pacific Northwest region of the United States, operating the largest port in the state of Washington. Pier and wharf structures are dedicated to industrial, commercial, recreational, and mixed operations, and are critical to the economic vitality of the city, state, region, and country. Historically, the condition of these structures has not been centrally monitored and tracked, but structural distress of varying type, concentration, and severity has been reported to exist beneath dock aprons. The financial implications of corrective measures have recently been realized, inspiring a detailed reevaluation of business and engineering practices. This paper discusses the practical aspects of executing comprehensive structural condition surveys of wharves and piers, including discussions on the organization, challenges, and successful practices associated with the inspection and analysis process. Methods used to establish scope and facility prioritization are identified, with detailed descriptions of the inspection techniques, findings, data analysis, normalization, and reporting using key statistics. Common findings and general observations are also discussed. Ancillary topics include staff training, scheduling of trades, unexpected accommodations, safety, and other relevant information.
