Approach to Remedial Dredging for Legacy Contaminants, Port of Long Beach IR Site 7 West Basin Site

Abstract
When the United States Government transferred the former Long Beach Naval Complex (LBNC) to the City of Long Beach, the City's Harbor Department (Port) inherited the responsibility to implement required corrective actions for contaminants on the property. As part of the planned redevelopment of the former LBNC into a modern container terminal, the Port remediated significant environmental contamination from 50-plus years of naval operations. Installation Restoration (IR) Site 7 consists of approximately 700 acres (283 hectares) in the West Basin of the Port of Long Beach. Discharges from former shipyard operations resulted in an estimated 800,000 cubic yards (611,724 cubic meters) of contaminated sediments. This paper will discuss the development of: a Remedial Action Plan (RAP) and Design Report to detail a remediation approach that complied with requirements issued to the City by the U.S. Navy; the Record of Decision from the U.S. Environmental Protection Agency (USEPA); and the Consent Agreement from the California EPA, Department of Toxic Substances Control (DTSC). This paper also discusses methodologies employed in the construction documents to ensure that the approach developed in the RAP was enforceable and constructable using a public bid process.
