Abstract
The design of software for hydro operations and planning will affect many people within the hydro business enterprise, from duty schedulers to executives. The needs of these people have a common thread - the effectiveness of decision making in achieving the goals of the enterprise. It is a fundamental truth that this requires "decision support" software that serves the needs of the enterprise, especially the operators, not the goals of the programmers. So the starting point for software design is to find out exactly what is needed, the options that are available to explore, and how they must be presented in suggesting decisions.
